Consultancy to support the design and writing of a
HIP 2026 project proposal – ECHO (Regional: Madagascar and Mozambique)

1. CONTEXT

Humanity & Inclusion (HI) is an independent and impartial international solidarity organization that intervenes in situations of poverty and exclusion, conflict, and disaster. Working alongside people with disabilities and vulnerable populations, it acts and bears witness to meet their essential needs, improve their living conditions, and promote respect for their dignity and fundamental rights.

HI works in around sixty countries in emergency, reconstruction, chronic crisis, and development contexts. Since 1982, the organization has worked alongside vulnerable populations, particularly people with disabilities. HI has been present in Mozambique and Madagascar since 1986.

As part of DG ECHO’s Humanitarian Implementation Plan (HIP) 2026 for the Southern Africa, Indian Ocean (SAIO) region, HI plans to develop and submit a regional project proposal (Madagascar and Mozambique).

This proposal is a continuation of an ECHO project currently underway in Madagascar, for which HI wishes to propose a new phase, while consolidating the achievements and integrating new partners (international and/or local) in order to broaden the impact and scope of the project.

This regional approach is new for HI in the SAIO zone, and involves integrating HI Mozambique and its partners into a logic of regional intervention consistent with Madagascar, in connection with HIP 2026.

The project will be implemented in a consortium with international and local partners. It will focus on sectors such as disaster risk reduction (DRR), anticipatory actions, health, protection, humanitarian logistics (Atlas Logistics), and emergency response.

All the guidelines presented in these ToRs are likely to evolve according to the priorities and criteria which will be specified in the HIP SAIO 2026 of DG ECHO.

2. OBJECTIVE OF THE CONSULTATION

The main objective of the consultancy is to coordinate and support the project design process and ensure the drafting of the proposal to be submitted to DG ECHO. As the call has not yet been published, the timeline is not defined. The estimated date for submission is sometime in December 2025.

The consultant will be responsible for developing HI’s technical strategy and positioning within HIP 2026, drafting the narrative and corresponding technical documents, and ensuring consistency between HI’s strategy, budget, technical approaches and ECHO’s requirements.

The consultant will work closely with:
– HI’s program and technical teams at headquarters, in Madagascar, and in Mozambique;
– consortium partners.

3. EXPECTED RESULTS

The consultant will:
– Facilitate internal discussions with HI Madagascar and Mozambique on the intervention logic, theory of change and HI’s added value;
– Facilitate discussions with HI’s international and local partners, within the framework of a consortium; – Support consultation and coordination with consortium partners, ensuring the collection and integration of their contributions to the joint proposal;
– Align the proposal with the priorities of HIP SAIO 2026 and HI technical frameworks (DRR, health, protection, inclusion, logistics, etc.);
– Write the project proposal with the support of HI field and headquarters teams. Ensure consistency with the parts written by the partners.

– Ensure consistency between the narrative and the budget;
– Prepare a final version ready for submission (including annexes and any other required documents);

4. CONSULTANT PROFILE

Required skills :
– Excellent knowledge of DG ECHO procedures and guidelines;
– Proven experience in drafting ECHO proposals (single or consortium projects);
– Experience in the following areas: disaster risk reduction and early action, protection, inclusion, humanitarian logistics, health;
– Demonstrated ability to facilitate participatory design processes;
– Perfect command of French and good command of English (oral and written) to collaborate with HI Mozambique and English-speaking partners. The ability to work in Portuguese is a strong asset.

Desired assets:
– Knowledge of the humanitarian and institutional context of the SAIO region, particularly Madagascar and Mozambique;
– Experience working with HI or other international NGOs.

5. DURATION AND CONDITIONS OF THE MISSION

Estimated start date: upon publication of HIP SAIO 2026, during November 2025.
Estimated duration: 15 to 20 working days
Location: Remote, with participation in online meetings with HI teams and partners.

6. EXPECTED DELIVERABLES

Final version of the complete ECHO proposal, ready for submission (narrative, logframe, annexes, budget).
