The SAME & ABM Technical Advisor position is part of the Expertise & Program Quality department within the Operations Department of SOLIDARITES INTERNATIONAL. This department’s objective is to support field teams in the development and implementation of programmatic quality, according to the technical standards established by SI.
Under the supervision of the SAME Pole Manager, the SAME&ABM Technical Referent will have the following missions:
Support and technical assistance to Country Offices (60%):
He/she responds to requests for technical and/or methodological support in the SAME sector and/or on Market-Based Approaches, contributes to the development of country strategies and to the strengthening of the technical skills and capacities of field teams as well as to the monitoring of the quality of SAME/ABM programs.
Structuring technical expertise (25%):
He/she contributes to the development, updating and dissemination of the SAME/ABM strategy and the framework documents and tools related to these themes. He/she contributes to the development of partnerships with operational and academic stakeholders and to the external awareness of IS in SAME/ABM.
Internal coordination (15%):
He/she contributes to the annual programming of the Expertise & Program Quality department as well as to inter-departmental projects.
The cross-functional ABM approach is a key approach in this position and may lead the technical advisor to work with both the SAME and the WASH (Water, Sanitation and Hygiene) divisions, particularly to support the use of cash transfers and support for markets for goods and services related to these sectors.
Other important approaches to be integrated into the SAME sector are highly valued: nutrition and social protection.
Education: Master’s degree in Humanitarian Affairs, Political Science, International Relations, Engineering in Food Security & Livelihoods and Market-Based Approaches or any other relevant field;
Experiences:
Minimum 4 years of experience as a SAME and ABM Sector Technical Manager/Referent in an NGO
Experience as a SAME program manager/coordinator including extensive use of cash transfer methods in the field
Experience in one or more of the following approaches is highly valued: nutrition, social protection, value chain.
Desired skills and qualities:
Cross-functional understanding of SAME/ABM issues in emergency and recovery contexts, ideally development;
Skills in design, management and coordination of SAME projects (food assistance, livelihood support, employability and entrepreneurship support, market development);
Skills in market analysis as well as in the design and implementation of programs using cash transfers (including knowledge of the RedRose platform);
Project and program engineering and ability to define and implement tools and methodologies;
Knowledge of cross-cutting approaches: nutrition, social protection, social cohesion, savings/credit mechanisms, sector/value chain, etc.
Excellent synthesis and writing skills;
Skills in carrying out interim or final project evaluations.

Permanent contract, Executive status
Gross monthly salary of: €3,183 or €3,316 gross monthly depending on the scale in force at the head office
Possibility of teleworking: 4, 12 days per month or 100% in mainland France, in accordance with the Teleworking Charter in force and the manager (3 consecutive days in person required per month).
Leave: 2.0833 CP / month and 1 day of RTT / full month of work
Mutual insurance (80%), restaurant vouchers (60%), Île de France transport tickets (50%) covered by the association
Insurance covered during field trips and 1 day of recovery per weekend spent on mission.
