JOB CONTEXT:
Protracted conflict in South Sudan has contributed to an extended humanitarian crisis, which has been exacerbated by unusually high levels of flooding and the COVID-19 pandemic. The South Sudan HRP indicates 8.9 million people, including refugees, will need humanitarian and protection assistance this year. Among them, an estimated 8.3 million people are expected to experience severe food insecurity.
HI has been operating in South Sudan since 2006, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with disabilities. HIs current portfolio adopts an integrated and multi-sectoral approach which includes interventions centred on mental health and psychosocial support (MHPSS), Protection, Functional Rehabilitation and livelihoods with disability inclusion a cross-cutting theme across all programmes. In 2021, HI established a base in the greater Unity, which remains among the most conflict and disability affected states of the country. The operational context in South Sudan today is considered largely humanitarian/emergency while phasing in resilience programming.
The mission currently employs 9 international and 70 national staff, working from the coordination office in Juba, field office in Yei, Pibor, Bentiu, Aweil South and a mobile response team covering multiple locations across the country.
YOUR MISSION:
Under the responsibility of the Head of Programme/Operations Manager, as Inclusive Humanitarian Action Specialist, you will contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in South Sudan. You will ensure optimal quality and impact of the projects implemented in the country, through a matrix management system with appropriate control mechanisms. You will share with all HI managers the responsibility of sound management and successful functioning of the global organization, through paradigm changes.
Your main responsibilities and related activities are:
- Expertise
- Contribute to the country strategy in line with the global strategies
- Ensure technical support to projects in line with the global technical frameworks and standards on IHA sectorial scope
- Ensure technical learning from projects and contribute to projects’ capitalization
- Ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the programmes
- Ensure compliance of the technical proposition with nexus stakes
- Contributes to the development of research and innovation projects in the region when relevant, in his sectorial scope
- Contribute to the Technical Divisions professional channel animation : Animate a local talent pool
- Influence
- Contribute to the local external prestige and influence of HI’s expertise in his sectorial scope
- Represent the technical expertise of HI throughout the local relevant networks
- Contribute to advocacy on specific themes in line with the global advocacy priorities
- Contribute to communication messages locally in line with the global communication priorities
- Business development
- Ensure the development of major opportunities or new projects in the region under his sectorial scope : contexte analysis and design and writing of new projects
- Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region under his sectorial scope
YOUR PROFILE:
- You have a Master’s level or Bachelor’s degree in a relevant field
- You have at least 5 years of experience, with experience in inclusive humanitarian action, including work in low-to middle-income countries
- You have the ability to demonstrate different schools of thought and explanatory models of disability
- You have knowledge in international human rights frameworks, mechanisms of international development cooperation and humanitarian assistance
- You have strong coordination and communicating skills
- You are able to negotiate and managing problems and conflicts
- You have knowlegde of research methodology, establishing clear frameworks and assessing impact and effects of activities
- You are used to capacity-building techniques with adults (training of adults)
- You are audacious, you show initiative and you work as part of a team
- You are resilient to stress and uncertainty
- You are fluent in English

- 6 months International contract starting from 5th, septembre 2022
- Place: SOUTH SUDAN – Juba with frequent travel to the field
- The international contract provides social cover adapted to your situation:
- Unemployment insurance benefits for EU nationals
- Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
- Medical coverage with 50% of employee contribution
- Repatriation insurance paid by HI
- Salary from 2750€ gross/month upon experience
- Perdiem: 680€ net/month – paid in the field
- Hardship : 500€net/month
- Paid leaves: 25 days per year;
- R&R: every 8 weeks.
