JOB DESCRIPTION AND QUALIFICATIONS
Job Title: ICT Senior Officer.
Division: Corporate Affairs.
Position Location: Jakarta, Indonesia.
Reporting to: Director of Corporate Affairs.
Supervising: ICT Officer and Programme Assistant.
Duration: 1 year with possible extension.
Vacancy Closing: Sunday, 31st July 2022 at 11:45 pm Jakarta time.
Broad Statement of Function:
- Manage, supervise and coordinate the overall implementation of ICT component activities under various Projects in ensuring quality and timeliness of activities and delivery of outputs;
- Oversee the day-to-day operational activities of the ICT projects and team, including staffing, administration and financial management matters;
- Plan, manage and carry out the management of the information system development to improve the performance of the AHA Centre;
- Ensure the smooth operations of the Emergency Operations Centre’s information management, ICT software and hardware including communications infrastructure and take immediate steps to remedy problems encountered including performing error detection tests;
- Perform other relevant duties as assigned by the Executive Director and/or other assigned directors;
- Comply with the AHA Centre’s Rules and Regulations.
Primary Responsibilities
1. Manage, supervise and coordinate the overall implementation of ICT component activities under the various Projects in ensuring quality and timeliness of activities and delivery of outputs.
- Manage the implementation of the projects and comply with the guidelines of the Japan-ASEAN Integration Fund (JAIF), other donor guidelines, and other rules and regulations adopted by the AHA Centre;
- Responsible for project monitoring and reporting requirements and implementing quality assurance process, including attending relevant meetings and facilitating training and workshop;
- Manage the development of the ICT system and ensure it complies with AHA Centre’s ICT Policy and ASEAN ICT Roadmap on Disaster Management; Keep abreast of the development within hardware and software and introduce upgrades and new development where feasible. Moreover, monitor and recommend systems and hardware to ensure a state-of-the-art information technology environment;
- Plan, develop and implement strategies for operational management and development of the projects to meet agreed organisational performance plans within agreed budgets and timescales;
- Manage and oversee the team members to meet the performance goals and ensure the smooth delivery of the project implementation;
- Manage project’s infrastructure and assets;
- Monitor and evaluate the implementation of project activities by stakeholders and vendors;
- Prepare reports on a regular basis to the Director of Corporate Affairs, Project Steering Committee, and relevant organisations on the progress of project implementation, including financial activities;
2. Oversee the day-to-day operational activities of the projects, including staffing, administration and financial management matters.
- Work closely and consult with the Director of Corporate Affairs on the implementation of the projects, including on issues related to human resources, finance, legal and other administrative aspects;
- Oversee and be responsible for the financial management and be accountable for overall project funds;
- Monitor the utilisation of project funds to ensure transparency, accountability and appropriateness;
- Coordinate with Human Resources and Administration of the AHA Centre for any staff recruitment and induction courses for new project staff;
- Ensure continuing professional development of supervised staff by conducting performance appraisal, coaching and counselling to facilitate the subordinates in achieving optimum performance.
3. Plan, manage and carry out the management of the information system development to improve the performance of the AHA Centre.
- Develop AHA Centre’s ICT strategic plan for the continuous improvement of technology infrastructure and system;
- Determine opportunities for improvement of the current ICT system and future ICT needs of the AHA Centre;
- Develop ICT policies and procedures and oversee the implementation of ICT policies and procedures;
- Manage ICT Disaster Recovery Plan/Business Continuity Planning;
- Assists in the identification of the needs and the development of an in-house application such as financial, HR monitoring system and database;
- Upgrade and develop existing in-house software as required;
- Produce technical, management and user-oriented documentation.
4. Ensure the smooth operations of the Emergency Operations Centre’s information management, ICT software and hardware, including communications infrastructure and take immediate steps to remedy problems encountered, including performing error detection tests.
- Ensure that all AHA Centre’s ICT platforms are fully operational 24/7 basics;
- Ensure the smooth operations of the Emergency Operation Centre’s information management system and platform;
- Administrate, configure and provide technical support to the website, web application, learning management system, and others;
- Provide routine maintenance on the AHA Centre on-premise and cloud servers;
- Systematically examine information security risks, threats, vulnerabilities and impacts;
5. Perform other relevant duties as assigned by the Director of Corporate Affairs and/or other assigned officers.

- Contribute to the AHA Centre’s collective efforts by accomplishing related duties as needed.
6. Comply with the AHA Centre’s Rules and Regulations.
- Conduct him/herself according to the AHA Centre’s vision, mission, values and code of conduct;
- Adhere to all necessary aspects of corporate affairs within the organisation, such as administration, human resources, legal, as well as programme development and management, communications, M&E, and contribute to emergency operations as required.
General Qualifications
The AHA Centre welcomes candidates with demonstrated qualifications and experience in the following capabilities:
Education
- Master’s degree in the following disciplines: Computer Science, Information Technology, Information Systems, or related disciplines;
- Preferably has certification in project management;
- Preferably has ICT certification on a network, server, big data OR cloud (i.e. Cisco Certified Network Administrator, Microsoft Certified Professional, Google or AWS Cloud Certified);
Requirements
- At least 10 (ten) years of work experience in ICT in a government, intergovernmental, international organisation and/or private sector institution;
- Demonstrates thought leader-level abilities as a team leader and ability to work on multiple high-priority initiatives with internal and external stakeholders;
- Minimum 3 (three) years of experience working in a supervisory position with a proven track record and exposure to project management;
- Knowledge of the latest technology, platform solutions and system available in the market;
- Demonstrated ability to develop and maintain working relationships with donors, development partners, and other stakeholders;
- Expertise in data management and data analytics, understanding of and experience in database development;
- Expertise in several web programming languages (i.e. HTML5, PHP, JavaScript or other relevant programming languages);
- Well-organised, good analysis skill, flexible and enjoy administrative challenges in working with a variety of people and supporting a programme in a cross-cultural environment and international settings;
- Exposure in working in a disaster management-related organisation or knowledge of disaster management mechanisms in ASEAN will be an advantage;
- Good command of English, written and spoken.
