The IRC has re-registered in Sudan after leaving in 2009. The program is in start-up phase, in time for a global call for agencies to rapidly scale up in Sudan against a deteriorating humanitarian and economic situation; there are 9.3m people in need. Beginning on the 3rd of November, an influx of refugees was recorded at the border entry points in Eastern Sudan after military confrontations in the Tigray region in Northern Ethiopia. Since then, there have been over 60,000 registered refugees that have crossed into Sudan, of which 36% are women and 31% are children. The situation at the border has created urgent needs for additional resources and facilities to accommodate the new arrivals. Based on critical needs that have been established through the coordination clusters the IRC is planning an integrated protection, health, and EH response.
The IRC’s Women’s Protection and Empowerment (WPE) team has recently established a safe space for refugee women and girls living in Tenetba camp in Gedaref state. Within the safe space, the WPE Program aims at increasing access of women and girls to psychosocial and gender-based violence (GBV) case management services and enable communities to identify and mitigate safety and security risks faced by women and girls. All programming is implemented using survivor-centred approaches that prioritize confidentiality, dignity, safety, and respect. The WPE team is also currently working at expanding WPE programming in Khartoum to respond to IDP women and girls’ needs and at opportunities to support local women’s organisations. The IRC Child Protection Team has established a Safe Healing and Learning Space (SHLS) in Tanetba refugee camp, where children and adolescents affected by conflict and displacement can benefit from Social and Emotional Learning. In addition, IRC will provide case management services to children and adolescent experiencing or at risk of violence, abuse and exploitation, with a specific focus on Unaccompanied and Separated Children, providing family tracing and reunification, as well as alternative care.
Job Overview/Summary:
The Integrated Protection Coordinator will provide overall leadership of the WPE and Child Protection programs. S/he will provide regular technical support and monitoring visits to WPE and CP teams working in all program areas to ensure that interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of survivors in target communities. The Integrated Protection Coordinator will be expected to spend 25% of their time in Khartoum and 75% of their of time in field locations, managing, working with, training and mentoring field teams. This position is responsible for programmatic resource development, advocacy related to IRC’s WPE and CP emergency response, and overall strategic direction of the WPE and CP programs, including later transition from emergency to longer-term programming. The Integrated Protection Coordinator supervises the WPE Program Manager(s) and the Child Protection Manager.
Major responsibilities:
Technical Quality
• Lead on the overall strategic vision of the WPE and CP program during the emergency response and during the transition from emergency to recovery.
• Ensure the technical quality of all IRC WPE and CP programming.
• Provide technical and management leadership to the WPE and CP programs in accordance with best practice and IRC policy.
• Foster a collaborative and positive work environment – one that encourages learning and professional growth for WPE and CP teams.
• Ensure that ethical and sound data collection and information management systems are in place for appropriate VAWG analysis, planning, evaluation, and advocacy.
• Design and Lead on protection assessment in various location as required in order to determine protection gaps and needs and inform program development.
• Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
Staff Supervision & Development
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
• Directly supervise the WPE and CP Program Managers and ensure regular performance reviews.
• Lead on the recruitment of WPE and CP staff, in coordination with HR, senior management, and both CP and WPE Technical Units.
• Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.
• Ensure duty of care of team.
Program Management
• Responsible for the overall implementation of WPE and CP grants.
• Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
• Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.
• Support development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.
• Ensure high-quality IRC and donor reports on activities, indicators and achievements.
Partner Management
• In consultation with country leadership, support the development of a localization strategy.
• Ensure partner mapping across the response, foster positive relationships and identify areas for collaboration with local actors.
• Ensure collaborative program design processes that fully leverage the perspectives, experience and expertise of local actors, where possible based on collaborative needs assessment processes.
• Provide technical support, mentorship and supportive supporvision to implementing partners.
• Ensure regular performance monitoring of partners to achieve the set WPE and CP program objectives.
• Explore with partners potential capacity strengthening support, including system strengthening for government partners, and organizational development for civil society partners, and identify needed resources (in collaboration with the Partnership Lead).
• Promote and apply the IRC’s Partnership Excellence for Equality and Results system (PEERS). Contribute to building a strong understanding of PEERS throughout CRRD/RAI office, and to ensuring that IRC’s partnership principles, skills and approaches are applied by staff across programs and projects with partners.
Coordination & Representation
• Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
• Regularly attend GBV sub-cluster meetings and the CP sub-cluster meetings at appropriate levels to feed in IRC priorities from the field.
• Ensure field concerns and challenges are brought to relevant stakeholders to push for standards and procedures that systematize how VAWG programming is implemented and coordinated at the field level.
• Lead high-level advocacy with peer agencies, government, and other stakeholders to promote delivery of inclusive and high quality VAWG response services
Business Development
• Lead the development of the strategy for the WPE and CP programs.
• Contribute to the development of the overall country program strategic direction.
• Lead proposal development activities (narrative and budget) through planning and program design with relevant field-based staff, to ensure technical standards are taken into considering before submission.
• Coordinate with other IRC sectors (i.e., protection, health, and livelihood programs) to provide relevant input and support enhancing the protection and empowerment of women and girls as well as child protection.
Monitoring responsibilities
• Oversee all internal reporting.
• Quality collection of data towards donor and internal indicators.
• All donor reporting.
• Quality case management data collection and storage.
Other duties:
• Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.
• Other duties as assigned by the supervisor to enable and develop IRC programs.
Requirements
• Degree or equivalent in social work, health (MPH), psychology, social science, humanities or other related degree or demonstrate strong comparable work experience in relevant sector
• At least 5 years of experience, including substantial management experience in VAWG/GBV programming and at least 2 years experience in direct service provision for survivors of sexual and domestic violence
• Previous experience in child protection programing, including psychosocial support for children, and good understanding of Unaccompanied and Separated Children specific needs preferred
• Previous experience in partnership with local organization, providing capacity building and coaching and collaborating on project design and implementation.
• Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting
• Previous experience in emergency preparedness and response
• Demonstrated experience in capacity building and mentoring of national and international staff
• Demonstrated experience in grant management, budgeting and proposal writing
• Excellent computer skills in programs such as: MS Word, Excel, Powerpoint
• Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others
• Personal qualities: Team player, flexible, network-builder, able to handle pressure well
• Fluency in English required, Arabic is a strong asset.
