Specific objectives of the consultancy :
- Demonstrate through physical tests the capacity of the two prototype bamboo huts developed with the support of AICRL to withstand natural disasters and in particular the strong winds caused by the passage of cyclones;
- Ensure the monitoring and evaluation of the quality of constructions carried out by carpenters under the supervision of CRM technicians (without external assistance) and issue recommendations for improvement;
- Support the local team in the design and construction of storage spaces;
- Train 40 carpenters (20 in the Antalaha district and 20 in the Maroantsetra district) in bamboo hut construction techniques;
- Testing the alcoholization (curing) technique for the treatment of bamboo culms.
Expected results of the consultancy :
- The physical resistance test of the two prototypes demonstrating their capacity to resist natural disasters (cyclones in particular) is carried out and documented by a report which includes the proposed and jointly validated methodology, the results obtained and their interpretation;
- A system of in-person and remote technical monitoring ensures the quality of bamboo houses built by local carpenters under the supervision of AICRL technicians. Best practices and areas for improvement are identified and recommendations are made to ensure the quality of future constructions;
- The design of storage spaces, meeting the principles of bamboo construction, is developed with local technicians and technical monitoring of the construction work is ensured;
- 40 local carpenters (20 in Antalaha district and 20 in Maroantsetra district) are trained in bamboo house construction techniques;
- The effectiveness of the bamboo culm treatment technique by alcoholization (curing) is tested and documented by a report including videos and photos.
Skills required of the consultant(s):
- Architect, expert in bamboo construction with prior experience in Madagascar;
- Proven experience of at least 5 years in: designing training curriculum, conducting training in the field of bamboo constructions;
- Experience in implementing material and/or building resistance testing desired;
- Excellent writing and synthesis skills;
- Knowledge of the Red Cross and Red Crescent Movement.

Selection criteria:
The selection criteria consider the quality and suitability of the technical proposal (50%) as well as the most advantageous economic proposal (50%).
Criteria taken into account for the analysis of the technical proposal:
- Suitability of the consultant(s)’ CV to the skills sought in the ToR;
- Relevance of the technical proposal in relation to the ToR;
- Suitability of the proposed schedule to the desired schedule.
