- Organisational and project Background
DanChurchAid Kenya (DCA) implements economic empowerment interventions in Kakuma refugee camp and Kalobeyei Settlement, targeting the host and refugee community youth. The interventions are mainly focused on providing business skills and capitalization to enable youth run successful business enterprises and access self-employment opportunities. As part of the business capitalization DCA provides an opportunity for youth to pitch their business ideas for grant financing and grow their start-ups. The key criteria applied for grant financing is innovativeness and environmental impact of the potential enterprise.
As an outgrowth of the enterprise financing and keeping with its aim of mainstreaming innovation into its work, DCA is piloting an innovation project titled Taka ni Mali in Kakuma Refugee Camp and Kalobeyei Settlement in Turkana West. The innovation project aims to reduce the effects of waste in the environment through a community managed & led solid waste management model that brings together locally rooted actors (local community group and the affected community) to reduce plastic waste in the environment. This will be achieved through developing a system that taps community participation in management of plastic waste in the camp as well as setting up a plastic waste recycling unit in the camp that will produce different products for local use.
The project is being executed through a partnership with a local youth led community organisation in Kakuma refugee Camp. Consequently, DCA is looking for a consultant to provide Occupational Health and Safety training to OHS committee members of the partner organisation and support in developing SOPs.
- Purpose of the assignment
The purpose of this consultancy is two-fold:
1. To propose Occupational Health and Safety guidelines to mitigate existing and potential safety and health concerns in the plastic recycling plant and to fulfil the requirements of the law with regard to a plastic recycling unit
2: To equip the staff with knowledge and skills on safety management to enable them to implement safety measures in the workplace. Additionally, the training will ensure that the operations of the recycling and production unit comply with the laws on occupational safety and health in the workplace and SOPs are in place to ensure safety of all the workers involved in the production process.
- Objectives of the assignment
- Train staff and OHS committee members on occupational safety and health & hygiene conditions, laws and regulations in the workplace with reference to Fire safety, Electric safety, Machinery safety, PPEs, Handling of materials, Noise and vibration and any other relevant occupational and health safety topical area.
- Develop relevant guidelines on Occupational Health and Safety particularly for the plastic recycling factories
- Methodology
The consultancy shall include developing a training guide and conducting actual training for staff and committee on occupational Health and safety guidelines for plastic recycling and handling as well as a comprehensive guideline on Occupational Health and Safety guidelines. The comprehensive guideline shall include SOPs for:
- Workplace Safety, Health and Welfare conditions
- Occupational Health and hygiene conditions and
- Any other general conditions as deemed fit by both the consultant and DCA
Expected Deliverables of the Consultancy
- Conduct interviews with the implementing team to identify possible OHS concerns
- Develop the training content/Materials, which shall be reviewed by the implementing team prior to the training.
- Carry out training on the OHS to the OHS committee and other workers.
- Develop relevant occupational Health and safety Guidelines for plastic handling and recycling
- Development of SOPs for partner production unit to standardize processes and actions in an event of an emergency at the workplace.
- Propose immediate actions for compliance with OHS standards
- Final training report
- Evaluation/Feedback from the training participants
- Duration of the consultancy
The consultancy is expected to be carried out for a maximum of 5 days within the Month of August/September 2022. The actual dates for execution of the assignment shall be agreed between success consultant and DCA**.**
- Qualifications and experience
The successful consultant must have the following competencies
- The consultant must have a minimum of degree qualification in Occupational Safety or any other related field from a recognized institution.
- The consultant must have at least 5 years’ experience in occupational Health and Safety training.
- Must demonstrate experience in conducting safety trainings and carrying out occupational health and safety audits
- The consultant must understand Kenya’s Occupational Health and Safety laws and policies applicable in Kenya.
- Be registered with the Directorate of Occupational Safety and Health Services (DOSHS) and National Industrial Training Authority (NITA) as a Trainer/ Safety and Health Advisor and possessing a valid certificate.
- Must demonstrate a comprehensive understanding, knowledge, skills on Occupational Safety and Health
- Excellent communication and report writing skills
- Duration of Consultancy
The entire assignment shall be carried out in not more than 10 days and strictly within one month from the effective date of signing the contract. The consultant will be expected to clearly express willingness and ability to work within that period. The consultant will be required to prepare and submit workplans with cost estimates clearly indicating expected deliverables.

- Payments and costs
The consultant will be paid in accordance with the stipulations of the contract and within mutually agreed rates. DCA will cover ALL the consultants’ costs related to carrying out this consultancy, as it will be defined in the final signed contract.
- Withholding income tax payable to the Government of Kenya (GoK) shall be deducted during payment.
- The consultant will sign a contract prior to commencement of this assignment, which will detail additional terms and conditions of service
