Supply Chain Officer At Venezuela (Bolivarian Republic of)

The Danish Refugee Council is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide adequate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move, and vulnerable local populations/host communities. DRC is currently seeking a highly qualified Supply Chain Officer based in Santa Bárbara del Zulia, Venezuela.

About the work:

DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, information sessions for PoC, prevention of human trafficking, rehabilitation of health infrastructure, and food security.

Job Overview

The Supply Chain Officer is responsible for all procurement of goods and services, warehousing, transportation of goods and people, fleet management, and general logistical support for the overall program in the South Lake Tahoe region (municipalities of Colon, Catatumbo, and Jesus María Semprum) (base office in Santa Bárbara del Zulia) in accordance with the Danish Refugee Council (DRC) internal framework and donor-imposed regulations.

Responsibilities:

Shopping

  • Ensure compliance with the purchasing processes required for the proper functioning of DRC’s operations in the South Lake District – Santa Bárbara del Zulia.
  • Direct collaboration with program teams for local planning of purchasing and logistics needs for DRC programs
  • Generate tracking and traceability of purchase requests
  • Validate the documentary integrity of the processes according to donor requirements
  • Contact suppliers for quotes and local purchasing evaluations.
  • Provide an induction to the South of the Lake team on DRC’s purchasing processes

Logistics

  • Ensure timely delivery of requested materials, taking into account the processes and timelines established by DRC.
  • Control, registration and monitoring of fixed assets managed in the local office.
  • Conduct inventories and keep detailed control of DRC’s general inventory.
  • Ensure the management of general services for work teams (accommodation, staff, visitors, offices, storage facilities, and security).
  • Implement processes for registration, control, monitoring and verification of program elements assigned to base personnel and logisticians.
  • Ensure the growth of the supplier portfolio of the South Lake Tahoe base.

Fleet

  • Ensure compliance with DRC’s fleet management processes in the South Lake Tahoe region.
  • Ensure vehicle availability for program operations.
  • Monitor the use and consumption of the transportation service at the local office.

Administration

  • Participate and assist in the implementation of the ERP (DRC Dynamics)
  • Collaboration with the finance unit for the correct registration of the supply chain
  • Coordination with the finance unit for the timely execution of payments
  • Drafting contracts and framework agreements for local operations.

Security

  • Advising the Base Chief on local social dynamics.
  • Monitoring incidents and crime in the intervention area.
  • Other activities required by the organization, related to logistics management in the municipalities of the South Lake area (Catatumbo, Colon, Jesus Maria Semprun).

Experience and technical skills:

  • Minimum 2 years of experience in humanitarian logistics, procurement, transportation and distribution, warehousing, and inventory management.
  • Good understanding of the procurement rules and regulations of major international donors
  • Maximum level of respect and integrity in dealing with suppliers
  • Analytical capabilities

  • Ability to work under uncertainty
  • Excellent handling of technological tools
  • Excellent skills in MS Word, Excel and PowerPoint.
  • English-Intermediate
