THE ORGANIZATION

Handicap International (which runs projects under its operating name, Humanity & Inclusion – HI -), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. OBJECTIVE OF THE POSITION:

The MHPSS Senior Technical Officer (SrTO) contributes to the implementation of the HI mandate in Palestine, emergency strategy and guarantees and contributes to the StraTech implementation at program level. He/she contributes to the implementation of projects by providing technical guidance and delivering complex, specific, and rare technical expertise and training to our teams, partners, or ministries. He/she ensures high-level quality and impact of the project(s) and program(s) concerned to the MHPSS sector.

The MHPSS SrTO performs concrete project activities and delivers direct training and guidance, in close collaboration with the Field Specialist, and is involved in the development of their sector, proposal writing and general technical guidance. The MHPSS SrTO will report to the Technical Head of Program and/or the Area Manager, with functional management from the MHPSS Specialist.

As part of her/his role, the MHPSS SrTO will be asked to contribute to cross cutting topics such as the referrals and might be asked to ensure the role of referral focal point across the different projects implemented in the WB. (coordination, refresher training for the referral officer on the key principle of referrals, provide guidance, etc.).

Responsibilities/ Missions:

Mission 1: Providing specialized expertise in the form of guidance documents and tools and technical support to projects, partners and/or programs in accordance with the technical frameworks and global MHPSS standards or cross-cutting scope.

  • Provide appropriate technical guidance and support to project leaders, partners and/or specialists.
  • Performs technical activities e.g. field monitoring visits, to ensure that project(s) activities are implemented in accordance with internal quality and technical standards and suggests improvements as necessary.
  • Adapt the project’s technical documentation as required, in accordance with global technical standards.
  • Coordinate and collaborate with the project’s technical partners, as delegated by the specialist or project manager including participating in consortium technical meetings.
  • Support with any research and advocacy efforts, conducting research and data analysis as necessary.
  • Contribute to the writing of new proposals for new opportunities within its technical scope.

Mission 2: Providing project-based technical learning with a global impact

  • Ensure Global and Field Technical Specialists get the information they need and collaborate with technical divisions as needed.
  • Coordinate with Field Technical Specialist to ensure adequate capitalization to improve sectoral method globally and collect scientific evidence; initiate or test new innovative solutions to address the main challenges of the sector.
  • Contribute to technical learning through input or coordination of lessons learnt, project quality reviews and reporting, under the responsibility of the Specialist or Project Manager, based on best practices.
  • Coordinate with MEAL to ensure accurate and timely collection, analysis, and use of technical data for decision-making by proper use of monitoring tools.
  • Stay abreast of contextual developments, including contributing to needs assessments, context analyses and updating service mapping, to ensure relevance and adaptations of MHPSS interventions.
  • Contribute to the terms of reference for evaluations including outcome monitoring exercises and consultancies.
  • Support project managers in implementing and monitoring MHPSS activities under their grants.

Mission 3: Ensuring the internal technical training on MHPSS and cross-cutting themes

  • Contribute to technical recruitments in cooperation with the Field Specialist.
  • Conduct capacity assessments of both partners and HI teams to establish trainings needs.
  • Carry out the necessary technical training in his/her field.
  • Contribute to the skills upgrading plan for professionals in its sector and may be a third-party assessor.
  • Support Partners team with enhancing their capacities in MHPSS field through on the job training and provision of technical supervision.
  • Contribute to the development of a local talent pool within his/her sector (conducts technical interviews of candidates and makes recommendations, identifies training and coaching needs).

Mission 4: Contributing to ensure the external technical influence of HI under the MHPSS sector in close collaboration with the technical program team

  • Contribute to the outreach of HI expertise; represent HI technical expertise by delegation in relevant local, regional and international networks and with local partners.
  • Ensure coordination and collaboration with the project’s technical partners, in cooperation with the Field Specialist.
  • Relay and contribute to advocacy messages within its scope of work.
  • Support writing for new project content for the continuity or expansion of the project within its technical scope
  • Represent HI at the field level in full coordination with Field Specialist and program team.

Mission 5: Emergency Preparedness and Response Responsibilities

Contribute to the support or implementation of emergency preparedness actions of the program, and, during an emergency, adapts his/her work modality in order to contribute to an effective HI humanitarian response.

Job Requirements

Essential

  • Degree in psychology, preferably in clinical psychology, or a related field, is required.
  • At least 3-5 years of overall professional experience in the field of MHPSS
  • Training in evidence-based therapeutic approaches for trauma, stress, and mental health issues in emergency contexts.
  • At least 2 years of experience in emergency responses in conflict-affected countries
  • Experience in conducting multi-sectoral assessments is required
  • Experience in program design, monitoring & evaluation, including developing tools/protocols.
  • Arabic and English language skills
  • Advanced Training/coaching skills.
  • Comprehensive knowledge of the IASC Mental Health and Psychosocial Guidelines and Minimum Service Package.
  • Excellent networking capacities for building constructive relationships with government bodies and humanitarian actors
  • Ability to draft and provide technical inputs to proposals and donors’ reports
  • Ability to manage stress and handle multiple project teams.
  • Capacity to build and promote partnerships across sectors and with government counterparts
  • Ability to collaboratively work with a diverse team

Preferable

  • Master’s degree in psychology, preferably in clinical psychology, or a related field.
  • Experience/knowledge of scalable MHPSS intervention tools
  • Experience in disability inclusion programs is desirable
  • Experience in the integration of MHPSS into other sectors will be considered as an asset
  • Having ToT is an added value
  • Experience in working with multidisciplinary teams
  • Strong analytical skills (needs to understand systems of services’ functioning, needs of partners in terms of capacity building, etc.)
  • Strong organizational skills
  • Strong interpersonal and intercultural skills
  • Strong ability to handle MHPSS Data and ability to present it.
  • Competence in using data systems, monitoring tools, and case documentation
