Project Manager – Ukraine – Progetto Sud At 3iS

Progetto Sud ETS is a civil society organization that has been engaged in development cooperation and international solidarity for nearly 40 years in Africa, the Middle East, Latin America, and Europe. Progetto Sud is active in implementing initiatives and projects based on a sustainable social, environmental, and economic development model, promoting the principles of decent work, gender equality, social justice, respect for human rights, and environmental protection.

Project: The NEXT-UA project (AID 013244/10/6), funded by AICS and coordinated by Progetto Sud, has the specific objective of promoting access to quality job opportunities and supporting self-entrepreneurship in the digital technology sector for young people and women affected by the war in the Kyiv oblast and city. This project will develop integrated empowerment, training-job, and incubation programs that can facilitate reintegration into the labor market and social integration, also by promoting entrepreneurial development opportunities and training-job-business synergies between Italy and Ukraine.

Main duties and responsibilities of the sought profile:

  • Supervise and coordinate the implementation of on-site project activities to ensure their proper execution, alignment with established objectives, action plans, product implementation, planning of expected economic and financial plans, and evaluation of results;
  • Work in coordination with the Project Office in Italy, ensuring the correct development of the project work program as required by the technical documents and procedures of the Donor (AICS);
  • Work in coordination with the Administration Office in Italy, ensuring the proper development of the decision-making process and optimal overall administrative and financial management (see: budget and financial plans) of the project on site, ensuring the correct application of local regulations and AICS administrative and reporting procedures, and in accordance with the Agency’s internal procedures;
  • Coordinate and collaborate with the staff and experts present at the Progetto Sud Ucraina headquarters in Kiev to achieve the project results;
  • Develop and produce technical and financial reports and prepare operational models related to project activities as requested by the donor. Prepare interim and final reports according to the established deadlines;
  • Define and monitor project indicators, ensuring effective data collection and analysis, in consultation with project staff;
  • Prepare contracts for human resources and suppliers;
  • Maintain and build relationships with donors, particularly AICS, local and international institutions, partners, and relevant stakeholders (national and international) in the geographical area of ​​interest;
  • Monitor and ensure the correct implementation of the communications plan and the development of visibility and communication materials;
  • Represent Progetto Sud ETS in the coordination platforms and networks of national and international civil society organizations active in the geographical area of ​​interest;
  • Contribute to the development of a country development strategy, including through feasibility studies and the submission of new funding requests and project proposals, in coordination with the Italian headquarters.

Qualifications and knowledge/skills required:

  • Bachelor’s or Master’s degree or equivalent in humanities or economic/social disciplines;
  • Proven professional experience of at least 4 years in the coordination and management of international cooperation initiatives, preferably in the sectors of Sustainable Development – ​​Professional Training – Capacity Building – Digital and in particular in conflict/war contexts;
  • Previous experience in managing complex partnerships;
  • Perfect mastery of PCM (with reference to the ToC and the Results-Based Management System – RBM) and excellent knowledge of the management and reporting procedures of projects and programs co-financed by the main institutional donors (AICS, EU, UN etc.);
  • Experience in writing International Cooperation Projects using tools and methodologies promoted by major institutional donors (EU; MAECI; AICS; UN; etc.)
  • Experience in preparing and compiling budgets and financial plans for International Cooperation Projects using tools and methodologies promoted by major institutional donors (EU, MAECI, AICS, UN, etc.)
  • Excellent knowledge of spoken and written Italian and English;
  • Excellent knowledge and autonomy in the management of management software and/or applications, MS Office applications, online communication tools;
  • Strong organizational skills and professional independence;
  • Diplomatic and negotiation skills;
  • High level of managerial and operational autonomy and ability to work in a team;
  • Ability to adapt to multicultural contexts;
  • Ability to work with a wide range of stakeholders, including institutions and civil society associations;
  • Strong writing skills and attention to detail;
  • Sharing the mission and values ​​of Progetto Sud ETS and adhering to its code of ethics.

Preferred requirements:

  • Previous experience in carrying out actions and projects related to vocational training, work, and education (digital sector)
  • Work experience in Ukraine.
