In Central America and Mexico, natural disasters, violence, and displacement have exacerbated the current humanitarian crisis. The United Nations estimates that around 4.6 million people in the region are in need of humanitarian assistance.
Millions of people across the region are suffering from food insecurity and malnutrition, with a diminishing response capacity further exacerbated by El Niño. This includes 2.6 million people in Guatemala, 1.2 million in Honduras, and 700,000 in El Salvador, all in need of humanitarian action.
Widespread extreme violence has led to humanitarian and protection needs comparable to those in war zones. The consequences include forced displacement, movement restrictions or confinement, sexual and gender-based violence, forced recruitment (including of children), extortion, and increasingly limited access to essential services and livelihoods.
Vulnerable people require humanitarian assistance to meet basic needs such as protection, food, housing, and education. Asylum seekers often have limited access to services and employment, are exposed to xenophobia and discrimination, and require legal assistance.
In El Salvador and Honduras, the state of emergency is affecting humanitarian access to vulnerable communities. This often affects children, who become heads of households.
The Multinational Sexual and Gender-Based Violence and Child Protection in Emergencies Specialist (SGBV-CPIE) will lead and provide strategic guidance on Sexual and Gender-Based Violence and Child Protection in Emergencies initiatives in Mexico, Guatemala, Honduras, and El Salvador.
purpose of the position
The Child Protection in Emergencies Sexual and Gender-Based Violence in Emergencies Specialist (SGBV-CPIE) will lead and provide strategic guidance on the Sexual and Gender-Based Violence (SGBV) in Emergencies initiatives in Mexico (CPIE), Guatemala, Honduras, and El Salvador . This role focuses on improving the quality and impact of SGBV-CPIE programming through technical support, coordination with local and international stakeholders, and strategic leadership in emergency response within the cluster.
The specialist will represent Plan International at relevant global forums related to Sexual and Gender-Based Violence and Child Protection in Emergencies (SGBV-CPIE).
TECHNICAL EXPERIENCE, KNOWLEDGE AND SKILLS
Qualifications and experience
- Master’s degree in Social Work, Social Sciences, International Development or a related field.
- Minimum of 5 years of professional experience in Sexual and Gender-Based Violence and Child Protection (SGBV-CPIE) in emergencies, with at least 3 years in a leadership role.
- Demonstrated experience in program development, team management, and capacity building in diverse and complex environments.
- Solid experience in project formulation, implementation, monitoring, and evaluation, including a human rights and gender approach.
- Strong understanding of the humanitarian landscape and standards for child protection in the Central American context regarding sexual and gender-based violence.
- Excellent communication and interpersonal skills, fluent in Spanish and proficient in English.
- Ability to work effectively with diverse humanitarian actors, including government officials, NGOs and members of the humanitarian architecture
- Strong organizational and problem-solving skills.
- Computer science and specific systems: Advanced management of computer tools and Microsoft Office suite (Excel, Word, PowerPoint, etc.)
