MEAL Technician. Sahrawi Camps At Doctors of the World

Mission

The MEAL Technician will lead the monitoring, evaluation, accountability, and learning (MEAL) functions of our programs in the Sahrawi refugee camps (SRCs). This role is critical to ensuring that our projects are effectively monitored and evaluated and that lessons learned are integrated into future programming. The MEAL Technician will be responsible for designing, implementing, and strengthening MEAL systems to support program quality and ensure data-driven decision-making across all intervention sectors.

Reporting to the MdM Country Coordinator at CRS, the MEAL Technician will oversee the design of MEAL systems, ensure high-quality data collection, and foster a culture of continuous learning to improve project results. The MEAL Technician will play a key role in ensuring program accountability and transparency, collaborating with stakeholders, contributing to the development of necessary documentation for donors, and providing evidence-based knowledge to improve the effectiveness of Médicos del Mundo’s response.

Geographical scope of intervention

Sahrawi Refugee Camps, Tindouf, Algeria.

The MEAL Technician is based in Rabuni and makes regular visits to our areas of intervention (wilayas of Auserd, Smara, Dakhla, El Aaiún and Bojador).

Doctors of the World Spain has been present in the Sahrawi Refugee Camps since 1995. Ensuring an efficient, fair, and equitable healthcare system requires the analysis, planning, management, and evaluation of health policies and programs that systematically incorporate a gender perspective. This approach makes it possible to highlight existing gaps, promote equity in access to care, and ensure that interventions adequately respond to the specific needs of women, men, girls, boys, and other vulnerable groups.

Médecins du Monde en CRS has a permanent technical team based in Rabouni (the CRS administrative center), currently composed of five expatriates and 13 nationals, to carry out its mission.

In addition, MdM has a dedicated team for the Camps at its headquarters in Madrid, closely linked to the field operations, providing support in the development, monitoring, and evaluation of interventions, among other coordination tasks.

The MEAL Technician will be under the direct responsibility of the MdM Country Coordination at CRS.

She will have functional links with the coordination team, primarily with the gender and health coordinators, as well as the health technical staff. She will also work closely with the grants management team.

Functions

1. Development and implementation of the MEAL system

• Design and implement MEAL frameworks, tools, and processes to capture and evaluate project outcomes, impact, and progress toward objectives.

• Establish data collection, management, and reporting systems in coordination with Médicos del Mundo teams, partners, and other stakeholders.

• Ensure that the MEAL system complies with Médecins du Monde and donor standards, humanitarian principles, and accountability frameworks.

2. Monitoring and evaluation

• Design and implement robust monitoring and evaluation frameworks and tools to monitor program performance, ensuring alignment with project objectives, donor requirements, and organizational standards.

• Coordinate periodic monitoring and data collection activities, including surveys, focus groups, interviews, etc.

• Oversee data analysis and prepare practical reports to inform project design, funding applications, and reporting to stakeholders, including beneficiaries.

• Direct the design and implementation of evaluations (initial, mid-term, and final) in coordination with Doctors of the World program teams.

• Support the management of ongoing project cycles. You will participate in monitoring project progress in collaboration with the teams responsible for them.

3. Accountability and learning

• Establish and promote accountability mechanisms that involve communities in providing feedback and ensuring their concerns are addressed.

• Facilitate after-action reviews, lessons learned, and program adaptation sessions with teams, partners, and other stakeholders to improve program quality and effectiveness.

• Document best practices and share results with the broader Médecins du Monde team and relevant external stakeholders.

4. Capacity building and technical support

• Provide ongoing training and support to Médicos del Mundo staff and partners on MEAL practices, tools, and data management.

• Develop the capacity of field teams to conduct high-quality data collection, analysis, and presentation.

• Support the integration of MEAL principles into program design and proposal development.

5. Reports and data management

• Ensure timely, accurate, and high-quality reporting on MEAL activities to Médecins du Monde coordination, donors, and external stakeholders.

• Support the coordination team in the preparation of reports (internal and external) on ongoing projects, ensuring that internal and external guidelines are known and applied to ensure compliance with quality standards and deadlines

• Support project teams in processing and preparing responses to donor requests, as well as any information requests or other challenges that may arise.

• Maintain a comprehensive and secure database of MEAL information to support data-driven decision-making.

• Contribute to Médicos del Mundo’s knowledge management efforts by maintaining organized documentation of data, analysis, and learning.

Minimum requirements

Requirements

Academic training:

• Bachelor’s degree in social sciences, public health, statistics, international development, or a related field.

The following will be assessed:

• Training or certification in MEAL or humanitarian accountability practices will be a plus.

• Additional experience or training in project formulation, implementation, monitoring and evaluation.

Requirements

Language:

• Spanish is essential

• Very favorable English

Computer requirements:

• Demonstrated proficiency in data analysis tools (e.g., SPSS, R, Power BI) and data collection platforms (e.g., Kobo Toolbox, ODK, Activity Info).

Others:

• Strong report writing skills and ability to communicate complex information clearly and concisely.

Experience

• Minimum 1 year of experience in MEAL-related roles in a humanitarian or development setting, preferably focused on health.

• Demonstrated experience in the design and implementation of MEAL systems in humanitarian contexts.

• Experience in data management and analysis, with strong quantitative and qualitative skills.

Competency profile

• Familiarity with donor requirements (such as ECHO, AECID, etc.).

• Excellent analytical, problem-solving, and organizational skills.

• Strong interpersonal and communication skills to work effectively with diverse stakeholders.

• Ability to work to deadlines in a challenging operating environment.
