Doctors of the World needs to fill the position of:
Logistics Coordination of Sahrawi Refugee Population Camps
The Logistics Coordinator is responsible for the development, coordination, supervision, and monitoring of all logistics components of MdM projects in the Sahara mission.
Its objective is to establish a strategy and action plan with the Country Coordination Office to ensure support and supplies for the mission’s projects, implement the strategy, and oversee all aspects of the mission’s logistical coordination and security.
Ensure the correct physical and electronic filing of all procurement files and those managed at the Sahrawi refugee camp level.

Responsibilities
Activities, planning and monitoring.
• Plan and monitor logistics activities. Participate in the preparation and monitoring of the annual project budget.
• Management and supervision of the mission’s logistics personnel. Ensure adequate coordination between the technical departments, the administration department, and the logistics department.
• Responsible for including logistical aspects in project proposals, as well as providing logistical information for donor reports.
• Data collection and reporting for the base coordination and the logistics representative at headquarters.
• Monitoring of movements and visas. Security
• Contribute to the analysis of the country’s context and the different areas of intervention.
• Develop, update, and ensure compliance with the mission security plan, policies, SOPs, mitigation measures, minimum operational security standards, contingency plans, and other tools used by the organization.
• Ensure mission safety by implementing MdM procedures and rules, and working closely with base coordination on all safety aspects.
• Conduct situational and security risk assessments to determine personnel risk levels, provide operational updates and recommendations when necessary for all operational field bases.
• Carry out a review of security policies, the communication tree, and update them periodically.
• Ensure that all field personnel receive information on mission safety regulations and ensure compliance.
• Advise the base coordination on security plans and improvements, and provide the necessary training to the team.
• Ensure that mission intervention areas have adapted and fully operational communication means, guaranteeing their maintenance with the support of the logistics team.
• Ensure an adequate level of preparation prior to personnel movements, guarantee the means of transport and the proper maintenance of the vehicle fleet in collaboration with the logistics team.
• Participate in NGO security meetings and other security forums where deemed necessary.
Provisioning and storage of equipment
• Oversight of MdM and its donors’ purchasing procedures and guidelines, as well as proper archiving for internal and external use (audits).
• Prepare and periodically update price lists and supplier maps.
• Support in monitoring procurement tasks (purchase dossiers, tenders, construction projects, and renovations) as well as monitoring construction and renovation projects.
• Responsible for archiving logistics procedures, responding to and resolving logistics incidents requested in audits (internal and external).
• Ensure that storage, packaging, and management of goods and stock are carried out in accordance with protocols.
• Oversee the physical inventory of mission assets.
• Ensure safe use and proper maintenance and storage of MdM material.
• Ensure the proper functioning and maintenance of computer equipment.
Fleet and facility management
• Ensure that the vehicle fleet meets mission needs and MdM standards.
• Ensure the quality and efficiency of the maintenance service required for vehicles and equipment, in accordance with MdM standards.
• Monitor vehicle tracking reports at mission bases. Ensure the safety and organization of all personnel and materials transported. Implement eco-driving measures.
• Safety of the working and living environment and provision and maintenance of logistical equipment.
• Security of logistics equipment, training and user assistance.
• Supervision of MdM buildings (offices, warehouses, and guest houses), rehabilitation and maintenance necessary for the operation of the base and the living environment.
• Supply of water and power to all buildings necessary for the operation of the base and the living environment.
• Supervising an inventory and preparing reports on the repair status of goods upon arrival and departure.
Information and communications technologies and network management
• The installation and efficient operation of communication media (voice and data) in accordance with MdM standards.
• The safety of both the equipment and its users. Training and support for users. Rationalization of equipment usage costs.
• Direct the strategic choice of IT equipment.
• Perform or supervise the installation, maintenance and repair of equipment.
• Maintaining the equipment list Assess equipment needs and ensure proportional allocation.
• Establish standards for the use of equipment and ensure compliance.
Human Resources
• Define the configuration of the country’s logistics team, ensuring the correct allocation of human resources within the organizational chart.
• Define responsibilities and create job descriptions.
• Oversee and participate in the recruitment of the logistics team.
• Ensure the cohesion and good communication of the logistics team.
• Participate in the briefing/debriefing of logistics teams and expatriate field staff.
• Contribute to the training and professional development of the mission’s logistics team.
• Supervising evaluations of logistics staff and direct reports
Minimum requirements
Training
• Degree in Administration, Logistics, Supply Chain or similar.
• Advanced level of IT knowledge (hardware and software, Microsoft Office, Internet, Shared Point).
Requirements
Languages: Excellent spoken and written Spanish and English.
Computing:
• Efficient handling of Microsoft Office tools (Word, Excel, PowerPoint).
• Knowledge and use of the SharePoint tool.
• Knowledge and use of the Outlook tool.
Experience
Minimum 3 years of experience in logistics and supply chain management in the humanitarian sector.
Experience in similar work with NGOs is highly desirable.
Proven success as a logistics leader across all disciplines within the supply chain, including planning, procurement, and logistics.
Extensive knowledge and experience in Supply Chain strategies, market analysis techniques, purchasing and contracting,
