Context of the position and key challenges

Job Purpose

The Mechanical Engineer works under the direct supervision of the WASH&SNFI officer in supporting assessment and implementation of the activities.

He/she is responsible for assisting WASH&SNFI team to conduct assessment and implementation. In addition, data collection and Data Entry of the activities.

Chain of Command

Under the authority of:

  • WASH&SNFI Senior Officer
  • WASH&SNFI Officer
  • WASH&SNFI Assistant

Key roles and responsibilities

KEY RESPONSIBILITIES :

Under the supervision of the project officer, the Mechanical responsibilities include:

  1. GENERAL RESPONSIBILITIES:
  • Work by using Kobo program with accurate entry and following.
  • Work under the supervision of the project officer, in support of the implementation of projects.
  • Follow, evaluate, and report on the work of contractors.
  • Support the team and take the lead in Mechanical -related issues in the projects.
  • Participate in support technical assessments
  • Report on the work, the advancement of the activities and the possible difficulties.

2.TECHNICAL TASKS:

  • Support the implementation of WASH&SNFI activities, especially in the civil aspects of the infrastructure projects in Raqqa and Deir-ez-Zor.
  • Plan, design and oversee construction and maintenance of building structures and infrastructure, such as buildings, shelters, water assets and other various structures.
  • Assess potential risks, materials, and costs to produce Technical Assessments
  • Produces engineering documents by developing construction specifications, plans, and Bills of Quantities (BoQ)
  • Conduct on site investigations and analyse data (reports, maps, drawings, blueprints, aerial photographs, and tests on soil composition, terrain, hydrological characteristics, and related topographical and geologic data)
  • Participate in identifying best practices and lessons learned.

3.REPORTING:

  • Collect photos, documents and information of program implementation and ensure that donor visibility is respected.
  • Assist in the identification and location of beneficiaries when requested
  • Submit activity reports.
  • Plan ahead difficulties and participate in finding efficient solutions.

4.ADMINISTRATION AND OTHER TASKS:

  • Maintain an efficient, organized system of paperwork and reporting for field work
  • Ensure timely departure and return from the field: this includes leaving to the field with all necessary documents and materials to complete a successful workday
  • To perform other duties as requested by the project and country management team
  • Respect and follow ACTED’s code of conduct

Main responsibilities:

Under the supervision of the Project Manager, the duties and responsibilities of the Mechanical Engineer include:

1- General Responsibilities:
• Working using Kobo software with accurate data entry and continuous follow-up.
• Working under the supervision of the project manager, supporting project implementation.
• Monitoring, evaluating, and reporting on contractors’ work.
• Supporting the team and taking leadership on issues related to mechanical work within projects.
• Participating in supporting technical evaluations.
• Reporting on work progress, activity progress, and potential difficulties.

2- Technical Tasks:
• Support the implementation of Water, Sanitation and Hygiene (WASH), Shelter and Non-Food Items (SNFI) activities, particularly in the civil aspects of infrastructure projects in Raqqa and Deir ez-Zor.
• Plan, design, and supervise the construction and maintenance of buildings and infrastructure such as buildings, shelter, water assets, and other various facilities.
• Assess potential risks, materials, and costs to prepare technical assessments.
• Prepare engineering documentation by developing technical specifications, drawings, and Bills of Quantities (BoQ).
• Conduct field investigations and analyze data (reports, maps, drawings, plans, aerial photos, and soil composition, topography, and geological tests).
• Participate in identifying best practices and lessons learned.

3- Reports:
• Collecting photos, documents, and information related to program implementation and ensuring compliance with donor standards.
• Assisting in locating beneficiaries when needed.
• Submitting activity reports.
• Anticipating difficulties in advance and participating in finding effective solutions.

4- Administrative and other tasks:
• Maintain an efficient and organized system for fieldwork-related paperwork and reports.
• Ensure timely departure and return from the field, including the preparation of all necessary documents and materials to ensure a successful workday.
• Carry out any other tasks requested by the project team or country management. • Respect and follow ACTED
‘s Code of Conduct .

Key Requirements

  • Bachelor’s degree in Mechanical engineering.
  • 1 year- Past job experience in similar position
  • Experience in rehabilitation of water assets.
  • Experience in data collection.
  • Fluency in written and spoken Arabic.
  • Basic written and spoken English.
  • Reside in Raqqa city.
  • Ability to travel in NES

Qualifications:

  • Bachelor’s degree in Mechanical Engineering .
  • One year of previous experience in a similar position .
  • Experience in water facilities rehabilitation .
  • Experience in data collection .
  • Fluent in spoken and written Arabic .
  • Basic knowledge of spoken and written English .
  • Residence in Raqqa city .
  • Ability to travel within northeast Syria as needed.

Required qualifications and technical expertise

Qualifications:

  • Minimum of one year in previous NGO experience is an advantage
  • One year in Past job experience in similar position.
  • ability in reporting, with demonstrated experience using Microsoft Word, Excel and Outlook.
  • Proficient in using AutoCAD to prepare Mechanical engineering drawings.
  • Excellent organizational skills and accuracy.
  • Ability to work as part of a team, demonstrates high level of interpersonal skills and patience

  • At least one year of previous work experience within an NGO is an added advantage.
  • At least one year of previous experience in the same field or in a similar position.

  • Proficiency in using AutoCAD to prepare mechanical engineering drawings.
  • Excellent organizational skills and high accuracy in work.
  • Ability to work within a team, with a high level of communication skills and endurance.
