CONTEXT OF THE POSITION

Mali, a landlocked country, is facing internal conflicts which are causing population movements.

MSF operates three branches in Mali: the Operational Centers (OC) in Brussels (OCB – 2 projects), Barcelona (OCBA – 3 projects), and Paris (OCP – 3 projects). Our projects primarily focus on women and children.

MAIN RESPONSIBILITIES AND DUTIES

As the Humanitarian Affairs and Advocacy Intersection Manager , you have an intersectional role and support all MSF sections present in Mali wherever you go.

  • Develop the advocacy strategy for each axis of the existing action plan in relation to the cross-functional operational and medical priorities identified by the 3 Country Coordinators (MSF-Belgium, MSF-Spain, MSF-France) and validated by the Heads of Mission.
  • For each axis, this will involve developing the analysis of the problem, proposing specific advocacy objectives, the results and the associated activities, indicating the relevant targets and the appropriate timing.
  • Develop, lead and coordinate the collection and analysis of relevant data related to key advocacy objectives with the support of the three operational centers.
  • Conduct field visits to meet with project teams, collect data for advocacy (in accordance with MSF ethical guidelines), support context analysis and engagements.
  • Draft and update internal advocacy talking points and messages, to be used for bilateral meetings and/or public communication.
  • Analyze and report on key humanitarian issues and trends, including humanitarian access challenges.
  • Carry out stakeholder mapping and analysis and provide guidance/support to Project Coordinators for managing relationships with local authorities.
  • Develop and maintain fact sheets on key humanitarian actors, donors and influencers for intersectional advocacy priorities.
  • With the support of the ILD and advocacy representatives at headquarters, monitoring and analyzing the evolution of laws, regulations and other political initiatives likely to have an impact on the organization are documented and communicated to the Country Coordinators who overlap.
  • Propose improvements in the methodologies and tools used, and provide training to teams in the country, as needed.
  • Meet networking needs by participating in representation tasks in non-project locations (as delegated by the head of mission).
  • Maintain a meeting log for the country team. Share meeting notes with coordinators to facilitate monitoring of MSF engagement with key stakeholders.
  • Inform new colleagues and organize regular training on humanitarian affairs and advocacy with country and project teams.
  • Lead discussions, trainings, briefings, etc. on the country’s medical-humanitarian context, MSF principles, international humanitarian law, medical ethics and advocacy activities/strategies to raise awareness among MSF staff on these topics.

SELECTION CRITERIA

Education and experience

  • University degree or equivalent training in social/political sciences, law, or humanitarian action.
  • Minimum 3 years of experience in advocacy or humanitarian analysis
  • Advocacy experience in the region is an asset.
  • Advocacy experience with MSF is an asset.

LANGUAGES

  • Very good oral and written command of French.
  • Good knowledge of English.

WORKING CONDITIONS

  • Localisation : Bamako (Mali).
  • Mobility: Travel possible within projects.
  • Type of contract: Fixed-term contract (CDD) – Full time.
  • Contract duration: 12 months (extendable).
  • Salary according to the MSF OCBA field scale.
  • Contractual terms, conditions and salary will be established based on the official residence of the selected candidates and in accordance with MSF standard function and salary scales.
