Human Resources Manager At Danish Refugee Council

Danish Refugee Council/Danish Demining Group (DRC/DDG) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance with a rights-based approach to refugees, asylum seekers, internally displaced persons, returnees and migrants. DRC/DDG is currently looking for a highly qualified Spanish and English-speaking Finance coordinator/ Chief Accountant. This is an opportunity for an experienced Finance Coordinator to ensures compliance to DRC procedures and guidelines within the country.

The onset of large mixed migration flows into Colombia due to the crisis in Venezuela requires a major integrated humanitarian response to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees, and host communities. Based on the conclusions of several emergency needs assessments, DRC set up an emergency response in the Caribbean coastal areas of Colombia (Riohacha and Barranquilla), in Bogotá and Medellin. DRC´s integrated humanitarian response will be based primarily on protection activities, with components of Shelter, WASH, multi-purpose cash assistance, NFIs, and livelihood interventions.

Overall purpose of the role:

  • Leads and manages Human Resources Strategy at Country level.
  • Manages and supervises HR Team at the National Offices
  • Provides overall advice, technical guidance, coordination to Human Resources team at field offices.
  • Ensure efficient support to the program in accordance with existing DRC policies and procedures and local labor law

Responsibilities:

Management

  • Lead and manage the Human Resources team at National Offices (including people planning, performance, well-being, and development processes for all team members).
  • Provide technical support, advice and build capacity of the Human Resources team at country level
  • Advise and assist managers in Human Resources related issues and concerns.
  • Advice the organization on legal and compliance issues on the labor law field. Work with internal and external labor advisors to manage legal and compliance matters.

HR Processes strategy:

  • Define and design HR strategy and initiatives to align people management processes with the Operations Strategy at national level
  • Define strong people management strategies for the country of operations.
  • Lead the right implementation of all HR processes (people planning, performance management, wellbeing, compensation, recruiting, development, SGSST, payroll, environment management, and labor law compliance)
  • Ensure that all DRC employees are hired in accordance with local law.nsure the right capacity building to all HR team members to ensure that the strategy and processes are well implemented.
  • Coordinate along with the HR Specialists team, the technical advice to all HR officers and assistants as well as managers in the organization
  • Define and review salary structure in partnership with the Senior Management team and coordinate bi-annual compensation review process and compensation adjustments.
  • Work closely with Regional Office to implement the regional strategy referred to people management
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

Human Resources Excellence:

  • Maintain and update Staff Human Resources Handbooks as necessary.
  • Proactively pursue continuous process improvement in Human Resources related practices to enhance the quality and efficiency of output/delivery.
  • Ensure that employees have a safe, comforting, communicative and secure work environment that is free from discrimination or harassment.
  • Maintain the excellence of the HR processes already implemented (DRC Voices, Talent Management, Benefits managements, among others) and continuously looking for improvements and the launching of new processes to maintain DRC as a referred employer in the sector and procuring the attraction, retention, and development of our staff.
  • Work closely with HQ to share information and provide support as required.
  • Maintain the Expats contract management, ensuring the right process of arrival, onboarding to the country, work permit as well as benefits management in alignment with HQ Expat HR.

Other roles:

  • The HR Manager is an active member of Intake Committee and in this role is responsible to manage with other members the right Report Mechanism of the Code of Conduct process
  • Active member of the Extended Senior Management Team

Experience and technical competencies:

  • At least 5 years’ experience in a senior Human Resources management role within an NGO or large company.
  • At least 3 years’ experience with people management.
  • Proven leadership skills and a competence in people management.
  • Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes.
  • Extensive knowledge on local labor law.
  • Excellent skills in handling and advising on complex people management issues.
  • Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels – especially with the national employees.
  • Strong analytical and conceptual skills, excellent communication skills, calm and a good sense of humor Experience in developing Human Resources strategies and policies and driving implementation.
  • Experience in using, developing, and maintaining an HR information system – Microsoft Dynamics a plus.
  • A previous experience in consulting in human resources or in organizational advisory will be considered an advantage. Full professional proficiency in Spanish.
  • Full professional proficiency in English – minimum required B2

What we offer:

  • This position is open to national contracts only.
  • Commencement: Septembre 1st, 2022
  • Salary: Around 9.476.000 COP.
  • Duty Station: Bogota, Colombia with frequent travel to field locations.
