ABOUT ABAAD
ABAAD – Resource Center for Gender Equality is a UN ECOSOC-accredited organization that aims to achieve gender equality as an essential condition for sustainable social and economic development in the MENA region.
ABAAD promotes gender justice through a rights-based approach and works to end gender-based violence (GBV) by providing holistic protection and support services for women and girls, engaging men in positive masculinity, and building institutional and community capacities to advance gender equality and protection.
Development of Child Protection Toolkit Consultancy
1. Background
Lebanon’s children and families are facing multiple vulnerabilities due to overlapping crises, including economic collapse, displacement, and weak protection systems. To respond to these challenges, ABAAD seeks to strengthen the capacity of frontline practitioners working with parents, children, and caregivers across early childhood centers, nurseries, and community-based settings.
This consultancy will build on ABAAD’s role as a leading resource center by designing a specialized child protection curriculum and implementing a comprehensive Training of Trainers (ToT) program. The curriculum will integrate evidence-based principles and practical intervention strategies tailored to Lebanon’s socio-cultural and crisis-affected realities. Through the ToT series, a pool of facilitators (100 women and 100 men from partner institutions) will be trained and supported to cascade the training within their organizations and networks.
The goal is to establish a sustainable, scalable model for child protection training that ensures consistent application of practices across Lebanon.
2. Objectives of the Assignment
The consultant/institution will:
- Develop a specialized curriculum addressing child protection (in relation to child sexual abuse particularly) within family and community contexts.
- Produce facilitator guides for frontliners working with caregivers and children on prevention topics from sexual harassment of children.
- Design and implement a certified ToT program for 200 facilitators from partner institutions.
- Support post-ToT coaching and follow-up to ensure facilitators apply their training.
- Document lessons learned to inform sustainability and scale-up.
3. Scope of the Assignment
3.1.Curriculum Development
- Identify priority child protection topics based on gaps and needs – methodology to be developed by consultant.
- Map existing curricula and identify gaps to avoid duplication.
- Develop curriculum outline (sessions, duration, themes, delivery methods).
- Draft detailed module content.
- Develop facilitator’s guide and participant handbook.
- Coordinate with MEAL team for tool design and validation.
- Pilot the curriculum with a small sample of intended users.
- Conduct a validation exercise and revise based on feedback.
- Customize content for ToT Delivery
- Develop pre and post tests for participants.
- Present the curriculum to the Embassy of the Netherlands for feedback and finalize.
3.2.Training of Trainers
- Select partners and design the ToT plan.
- Facilitate ToT sessions for 200 facilitators (100 women, 100 men).
- Document training outcomes and share results with ABAAD’s Project Coordinator.

5. Timeline
The consultancy is expected to run from November 2025 to May 2026, aligned with donor requirements.
6. Required Qualifications
- Advanced degree in Psychology, Child Protection, Social Work, or related field.
- Proven experience in curriculum design and capacity-building in child protection or related areas.
- Demonstrated expertise in Training of Trainers methodologies.
- Strong understanding of Lebanon’s socio-cultural and crisis-affected context.
- Familiarity with MEAL processes for curriculum validation.
- Excellent facilitation, writing, and communication skills in Arabic and English.
7. Ethics & Safeguarding
- Consultant(s) must comply with ABAAD’s safeguarding policies and international child protection standards.
- All curriculum content and ToT delivery must uphold the do no harm principles and ensure safe learning environments.
- Informed consent, confidentiality, and referral pathways for protection concerns must be integrated into the methodology.
8. Management and Coordination
- The consultant(s) will report to ABAAD’s Director and work closely with the Project Coordinator.
- Regular progress check-ins will be scheduled.
