Humanitarian Lead At Oxfam GB

SPECIFIC OBJECTIVES:

Under the hierarchical supervision of the national director:

  • Supervise, coordinate and manage daily operations in collaboration with the Goma team, and ensure hierarchical management of the teams in charge of programs, operational support and campaigns/awareness-raising/advocacy based in Goma;
  • To effectively coordinate human and financial resources in order to ensure maximum impact of operations and optimal coverage of populations in need;
  • Represent Oxfam in appropriate humanitarian forums at the local and national level with government authorities, United Nations organizations, NGOs, the private sector and donors, in consultation and coordination with the country director;
  • Oversee financing, human resources planning, procurement planning and overall implementation planning;
  • Ensure that Oxfam meets its contractual obligations and contribute to the development of high-quality proposals and concept notes;
  • Supporting partner organizations in the development and implementation of projects within the framework of agreed results.
  • Ensure that key humanitarian information is disseminated appropriately, both within Oxfam and to external counterparts.

MAIN RESPONSIBILITIES:

  • Monitor and analyze humanitarian risks and situations in the DRC, design and manage humanitarian interventions (WASH, protection, food security and livelihoods).
  • To lead the implementation of our programs in accordance with the humanitarian strategy.
  • In the event of a humanitarian crisis, provide effective leadership to establish an Oxfam humanitarian response, including an Oxfam humanitarian team, if necessary, to respond to the crisis.
  • Manage the implementation of the humanitarian response, including quality control (ensuring fairness in particular), negotiation with local partners, financial management, documentation, monitoring and evaluation, reporting, etc.
  • Ensure high-quality security management in operational areas;
  • Implement performance management with all direct reports. This includes setting objectives, performance evaluation, and personal development plans. Ensure that all aspects of Oxfam’s work in the DRC, for example, program themes and objectives, gender equality, and advocacy, are reflected in staff objectives;
  • Participate in resource mobilization and negotiation of appropriate resources in collaboration with the Oxfam funding coordinator;
  • Prepare proposals and manage budgets in accordance with Oxfam and donor guidelines, and ensure that appropriate reports are prepared;
  • Ensure the implementation of Oxfam’s operational policies, procedures and guidelines, particularly regarding gender equality, in all aspects of Oxfam’s work, with the support of Thematic Leads and programme staff, if necessary;
  • Within and beyond the DRC, develop and maintain a network of humanitarian actors.
  • Represent Oxfam to donors and diplomatic missions and communicate Oxfam’s positions on public policy and advocacy, as appropriate, to institutions, governments, international, national and local United Nations organizations, as needed;
  • Communicate clearly and regularly to teams, line managers, regional and global humanitarian departments on the humanitarian situation and context in the DRC;
  • Liaise with the humanitarian department of OiA (Oxfam in Africa) and other relevant units of the Global Humanitarian Team (GHT) on issues related to humanitarian programs;
  • Promote the localization of aid and local humanitarian leadership;
  • Ensure that an emergency plan is in place and that well-trained human resources are ready to act and be deployed in a timely manner, while material resources are pre-positioned in strategic locations.

SKILLS and qualifications

  • University degree in social sciences or equivalent.
  • High-level experience in leading large-scale humanitarian programs and in implementing program strategy, both through partners and directly, in two or more challenging locations.
  • Interpersonal skills: team spirit, leadership, ability to work independently, ability to train and support staff.
  • Ability to work with conflict-affected communities in a participatory and sensitive manner.
  • Flexibility and resilience: Able to work effectively in extreme circumstances, in highly unstable and risky environments, and in difficult living conditions; Works and lives flexibly and resiliently, able to function under stressful conditions.

  • Awareness and sensitivity for oneself and for others: awareness and sensitivity to gender/diversity issues, ability to live and work appropriately in diverse cultural contexts, and ability to understand oneself in particularly stressful and precarious contexts.
  • Relaxed, organized and able to plan work in a fluid work environment; able to analyze the context/situation and make decisions accordingly, acting within a national, regional or global framework.
  • At least 5 years of experience in humanitarian aid in complex contexts, natural disasters, unstable environments and volatile conditions.
  • Security and risk management in the context of NGOs.
  • Experience in all aspects of management, including multi-million euro, dollar and pound sterling budgets
  • Experience in making complex decisions and leading a multidisciplinary and multinational team.
  • Expertise in representation and negotiation with governments and donors.
  • Good understanding of the operational context of humanitarian emergencies, including Sphere standards, the humanitarian system, donors, security, civil-military liaison and program management.
  • Valid certificate of training in hostile environment awareness (HEAT) required.
  • Commitment to promoting gender equality and the interests of marginalized people in all areas of work.
  • Good level of proficiency in information technologies and understanding of new positive developments in the technological field.
  • Fluent in French and English.
