Executive Director (M/F) At Organization for the Prevention of Blindness

Founded in 1978, recognized as a public benefit organization and awarded the IDEAS label, OPC is a French international solidarity association, recognized by the WHO as a non-state actor. It works to prevent visual impairment and blindness and to eliminate neglected tropical diseases in Francophone Africa.

The association operates in the most fragile French-speaking African countries (Chad, Mali, Congo, Central African Republic), in partnership with ministries of health, international donors, and professional networks in the sector. With a team of 12 staff members based in France and Africa, it is implementing an ambitious 2023–2028 strategic plan focused on developing its resources and activities .

MISSIONS

Under the authority of the Bureau and its President, the Executive Director is responsible for the overall management of the OPC and implements the guidelines defined by the Board of Directors. They lead the strategy, management, and development of the organization in all its dimensions.

Strategic management and governance

  • Implement the 2023–2028 strategic plan and break it down into annual action plans;
  • Ensure the consistency of activities with the mission, values ​​and vision of the OPC;
  • Prepare and lead the governance bodies (Executive Committee, Board of Directors, General Assembly, specialized committees);
  • To ensure regular, reliable and transparent reporting to decision-making bodies;
  • To monitor sector developments in international public health, innovation and financing issues.

Management and organizational development

  • To lead, motivate and evaluate the headquarters team and consultants;
  • Supervise the Central Africa Regional Office (BRAC);
  • Coordinate the management of programs and projects, ensuring compliance with the contractual commitments of the OPC and its partners, as well as compliance with international technical standards and norms promoted by the WHO in the fight against blindness and neglected tropical diseases.
  • To guarantee a supportive and collaborative working environment that promotes skills development;
  • Implement effective, secure and harmonized organizational processes that comply with industry best practices.

Development and diversification of resources

  • Develop and implement the fundraising and partnership strategy in France and internationally ;
  • Develop institutional, public and private relationships, and project consortia;
  • Managing responses to calls for projects and prospecting for partners, overseeing contractual management with donors.

Representation and influence

  • Develop communication and visibility strategies to showcase the association’s expertise and open up fundraising opportunities.
  • Represent the OPC to institutional, technical and financial partners, including the WHO and international alliances;

Management, compliance and quality

  • Supervise administrative, financial and HR management;
  • Identify and prevent risks, especially financial ones.
  • To ensure the regulatory, tax and social compliance of the association in France and abroad;
  • Ensure rigor, transparency and efficiency in the use of resources

PROFILE

Holding a higher education degree in a relevant field – public health, international relations, management, or equivalent – ​​you have proven management experience within an international NGO, of at least five to seven years. Experience in international public health, particularly in sub-Saharan Africa, and a good understanding of development financing mechanisms are significant assets.

Recognized for your strategic vision as well as your operational pragmatism, you know how to manage an organization in all its dimensions: governance, finance, human resources, fundraising, and project management. You excel at managing multicultural teams spread across multiple geographical areas and at analyzing complex statistical and financial data. Experienced in fundraising, you have demonstrated your ability to develop partnerships and raise funds from institutional and private donors.

With inspiring leadership skills, you know how to mobilize stakeholders – employees, partners, and the board of directors – around a shared ambition. Your entrepreneurial spirit, adaptability, and collaborative approach allow you to thrive in diverse and demanding environments, combining rigor, diplomacy, and pragmatism.

You are fluent in French and English (minimum C1 level), and share the values ​​of integrity, responsibility, and solidarity that underpin the OPC’s work. Committed to international public health, you wish to use your skills to serve a cause of general interest, within an association with a strong human and societal impact.

Position based in Paris 14th arrondissement, partial remote work possible.
Travel: 4 to 6 times per year in Africa and internationally.

Salary: based on profile and experience

Permanent contract under French law, executive status with a fixed number of days (212 days)
