Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the direct supervision of the Project Officer in Emergency and Post-Crisis (EPC) Unit, the Project Support Officer will support the International Organization for Migration (IOM) Thailand in addressing vulnerable migrants’ protection risks in Thailand, Indonesia, and Malaysia.

Core Functions / Responsibilities:

  1. Support the Project Officer in overall implementation of the projects ‘Addressing protection risks of Rohingya refugees and migrants through direct assistance in Indonesia, Malaysia and Thailand’ and ‘Humanitarian Assistance for Myanmar Muslims from Rakhine State and Special At-Risk Groups in Thailand’.
  2. Support the Project Officer in information management and internal and external reports of EPC Unit.
  3. Consolidate data on Rohingya in the region and produce data analysis reports on the movements, risks and vulnerabilities of Rohingya refugees and migrants.
  4. Support EPC in organizing coordination meetings with relevant national and regional stakeholders, including governmental actors, UN agencies and local representatives to respond to the needs of Rohingya refugees and migrants, including with taking notes and collecting relevant data from the partners.
  5. Support EPC in drafting situation reports of ‘Response to Cross-Border Flows from Myanmar’ on a regular basis and other situation reports as the need arises.
  6. Brief the Project Officer on a regular basis and advise on programme matters and on regional current affairs that may have an impact on the work of IOM.
  7. Prepare and ensure timely and quality submissions of project reports according to IOM and donor formats as required.
  8. Prepare regular updates, programme summaries and other relevant info materials and statistics, according to the specific project needs.
  9. Develop appropriate monitoring tools to ensure effective implementation of projects and activities.
  10. Undertake duty travels as required, in order to support coordination of activities.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in in Development, Political or Social Sciences, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience working in the development and humanitarian fields;
  • Experience in migration and development is highly desirable;
  • Experience in data collection and analysis, as well as knowledge management, is highlydesirable; and
  • Experience working with Government counterparts, UN agencies and/or non-governmental organizations is considered an asset.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Knowledge of UN and bilateral donor programming;
  • Ability to holistically analyse diverse datasets; and
  • Demonstrated understanding of different data collection methodologies.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge in Thai is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
