1. Context and justification
Northeast and southern Haiti face conflict dynamics, often linked to land, political, community, or environmental tensions. These tensions can quickly escalate into violence, particularly in a context of weak institutional presence and widespread distrust of formal dispute resolution mechanisms. This reality undermines the prospects for lasting peace in these departments.
In this context, social media , mobile messaging applications , and information and communication technologies (ICTs) offer considerable potential to capture early signs of escalating violence and enable a rapid and coordinated response.
Therefore, establishing a community-based and digital early warning platform to strengthen local capacities for detecting, verifying, and rapidly responding to rumors, calls for violence, disinformation, or land-related events that could threaten social peace in communities is crucial. This initiative falls within the framework of the project ” Fanm lidè k ap lite pou gen aksè ak latè ak lapè… ” (Women who fight to gain access to the land and peace), which aims to address issues of gender inequality and natural resource management (NRM) by those responsible for maintaining social peace within the stabilization process and the development of a culture of sustainable peace that respects human rights in Haiti and the Northeast and South departments.
Thus, these terms of reference will allow the recruitment of an external person or firm for the implementation of an early warning platform based on social media and mobile communication in the Northeast (Fort-Liberté, Ouanaminthe, Ferrier, Capotille) and the South (Aquin, Cavaillon, Camp-Perrin, Torbeck, Côteaux, Chardonnières).
2. General objective, specific objectives and expected results
2.1 General objective
The overall objective is to establish a digital early warning platform , using social media and mobile communication tools , to strengthen community mechanisms for the prevention of and rapid response to early warning signs of land conflicts in Northeast and South Haiti.
2.2 Specific Objectives
The specific objectives are as follows:
- Identify the most used digital and mobile channels in the target areas;
- Design and test an early warning platform adapted to the local context (technological, linguistic, cultural);
- Train 165 young people and women (149 women, 16 men) aged 18 to 34 ( members of associations and structures directly benefiting from the project, community actors, journalists and local leaders) in the use of the platform and the principles of alert management;
- Establish a protocol for verifying, analyzing and disseminating alerts;
- Create a rapid community and institutional response system based on received alerts;
- Incorporate an awareness strategy on the warning signs of conflict and peaceful behaviors.
2.3 Expected Results
The expected results under the service contract that will result from this process are:
- A mapping of tools, digital uses and community relays in the targeted areas;
- An operational early warning platform (mobile, web or hybrid);
- Women and young people at the local level trained in early warning and active in both departments;
- Awareness messages produced and disseminated via local digital channels;
- Rapid response mechanisms linked to local authorities and CSOs.
3. Main Activities
- Conducting a technological and social feasibility study ;
- Design and development of the platform (SMS, WhatsApp, Facebook, etc.);
- Training of key users (Youth, women, journalists, CSOs, local authorities);
- Development of alert processing protocols (collection, verification, analysis, response);
- Establishment of community listening units ;
- Digital awareness campaigns on conflict prevention and misinformation;
- Participatory evaluation workshops and continuous improvement of the platform.
4. Methodology
The approach must be participatory, community-based, gender-sensitive, and rooted in local realities. It will be based, at a minimum, on:
- The involvement of local stakeholders and consortium member organizations from the design stage;
- The use of open source and accessible tools (SMS, WhatsApp, Facebook, etc.);
- The Do No Harm approach to avoid user exposure;
- Ethical protocols for data management and confidentiality;
- The integration of regular community feedback to adapt the tool.
5. Term of office
The platform will be set up over a period of 40 days , maximum.
6. Expected deliverables and delivery times
Deliverable 1: Mission Kick-off Report. This report will provide a detailed analysis of the understanding of the mandate. It must include:
- A detailed and up-to-date program of tasks, activities and services;
- A proposal of data collection tools and surveys to be carried out, sampling and approaches for responsible data management;
- An updated presentation of the methods and procedures for data collection.
Delivery time: 5 calendar days after the award of the contract, then sign the service contract and receive the first disbursement.
Deliverable 2: Interim Report. This report, submitted for consortium approval, will contain:
- Technological and sociological diagnostic report of the targeted municipalities;
- Alert platform (beta test then functional version);
- User guide and training manual;
- Report on the training carried out in the targeted areas;
- List of key users and established community cells.
Delivery time: 30 calendar days after signing the service contract.
Deliverable 3: Final report. The final report will include at least:
- Alert platform (functional version);
- Training and workshop reports;
- Platform sustainability and expansion plan;
- Final report documents and annexes validated by the consortium;
- A commitment document to monitor for one quarter after the implementation of the platform to ensure that users are proficient with the tool.
Delivery time: 40 calendar days after signing the service contract.
7. Required profile for the implementation team
The team or service provider must demonstrate skills in the following areas:
- Experience (minimum 5 years) in the development of participatory technological solutions (web/app/SMS)
- Social communication and community mobilization
- Conflict prevention
- Early warning
- Gender sensitivity and social inclusion
- Knowledge of the Haitian context, particularly the Northeast and the South
- Proficiency in Haitian Creole (written and spoken)
- Early warning of land conflicts (an asset)
8. Key partners to involve
- Local authorities and regional governments (CASEC, Town Halls)
- Ministry of the Interior and Justice
- Organization of local and national civil society in the land sector in the project areas
- Networks and associations of young people and women, especially those partners in the project
- Local media (community radio stations, local Facebook pages)
- Technical partners (consortium members) and financial partners (UN PBF) of the project.
9. Monitoring and coordination procedures
A multi-stakeholder monitoring committee will oversee implementation, composed of:
- Christian Aid Haiti
- MOUFHED
- Other partner CSOs (consortium members)
10. Candidature
If a team is applying, it is mandatory to specify the roles of its members; a CV is also required for each member. Applications must include:
a. A technical offer
The technical offer must include:
- The proposed methodology for the participatory analysis process, based on the specific issues raised in the Terms of Reference. Please describe the participatory methodology and the tools proposed to address the specific issues mentioned above (maximum 3 pages);
- The activity plan, including the number of days allocated to each activity and the provisional schedule. The work plan must clearly specify how the consultant will approach the activities necessary to complete the assignment.
- Evidence of similar experience in complex and unstable areas and with international organizations (certificate of services rendered, good performance, recognition);
- An explanatory note on understanding the Terms of Reference and the mandate;
- A CV of the candidate and members of their team in the case of a firm, including experience acquired in similar activities and the contact details of at least three (3) references;
- A copy of the NIF and current tax status at the date of application.
b. A financial offer
The financial offer must include the total of 40 days of consultation and all costs related to this consultation. This amount must be itemized, taking into account, among other things, travel expenses and daily allowances based on the number of working days and deliverables expected.
As part of the implementation of the tasks outlined in these Terms of Reference, MOUFHED will ensure that the service provider is put in contact with the project’s key implementing partners and that personnel are mobilized to participate in field activities whenever a request is made with at least five working days’ notice. All costs, including transportation to Port-au-Prince and provincial cities, will be borne by the consultant and must be included in their fees.
Payment is based on results, i.e., the provision of the services specified in the terms of reference (see the points under the section “Expected Deliverables and Delivery Time”). Payments will be made as follows:
Tranche 1: 40% of the service contract amount. Payment terms: The mission start-up report is submitted to and approved by at least MOUFHED and Christian Aid.
Tranche 2: 30% of the service contract amount. Payment terms: The interim mission report and annexes are submitted to and approved by at least MOUFHED and Christian Aid.
Tranche 3: 30% of the service contract amount. Payment terms: The final mission report and annexes are submitted to and approved by at least MOUFHED and Christian Aid.
Note : According to the current tax code in Haiti, salary deductions are:
- Individual or company in Haiti: 2% (with business license), according to IRI policy (without business license)
- Foreign-based company: 5%
- Individual living abroad: 15%

Appendix A. EVALUATION FORM
The bidders’ proposal will include a technical offer, which will account for seventy percent (70%) of the overall weighting, and a financial offer, which will account for thirty percent (30%).
