SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that, for over 40 years, has been providing assistance to populations affected by armed conflict and natural disasters by addressing their vital needs: water, food, and shelter. Particularly committed to combating diseases linked to unsafe water, the leading cause of death worldwide, SI implements its interventions with expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential areas of food security and livelihoods. Present in 26 countries, SI’s teams—a total of 3,200 people including expatriates, national staff, headquarters staff, and a few volunteers—operate with professionalism and dedication, respecting local cultures.
The mission
Solidarités International (SI) first intervened in Haiti after Tropical Storm Jeanne in 2004. Following the 2010 earthquake, its intervention focused on emergency response through activities providing access to basic Water, Sanitation, and Hygiene (WASH) services for vulnerable populations. Since then, SI has become a major player in emergency WASH response and in reducing the risks associated with waterborne diseases, in collaboration with the National Directorate of Drinking Water and Sanitation (DINEPA), particularly in various displacement sites affected by urban violence. This is achieved through its mobile drinking water, sanitation, and hygiene team (EMO-EPAH), which is able to deploy to all emergency areas in the country, as well as to the most vulnerable schools in the ZMPP (Zone of Priority for the Protection of Populations). SI was a key player in the fight against cholera in Haiti between 2010 and 2019, and then against COVID-19. Since the resurgence of cholera in October 2022, SI has been leveraging this expertise and mobilizing to ensure a rapid response to cholera alerts in collaboration with the Ministry of Public Health and Population (MSPP), while working to strengthen community engagement in the fight against cholera and to disseminate prevention messages.
Since 2012, SI has also been an influential player in the food security sector, with activities based on the innovative use of electronic vouchers with monetary value through the RedRose system, and on agricultural recovery and livelihood diversification initiatives. SI also has expertise in Disaster Risk Reduction (DRR), and supports municipalities in developing contingency plans and conducting disaster preparedness exercises (SIMEX).
The mission in Haiti currently manages five projects. Four projects focus on the WASH sector: one funded by DG ECHO in consortium with a local NGO, one funded by CDCS in consortium with an international and a local NGO, one funded by the Swiss Agency for Development and Cooperation (SDC), and one funded by the International Organization for Migration (IOM). A fifth project addresses food security and livelihoods (FSL), funded by IFSAN. Discussions are also underway with UNICEF.
Today we have 7 expatriates and 50 national staff in our single base in Port au Prince.
PRIORITIES FOR THE FIRST 2-3 MONTHS
- Resumption of project management and implementation under the supervision of 3 project managers (SAME/EHA)
- Operational security management in the ZMPP zone and formalizing the access strategy in new zones
- Support for the development of new project proposals in the area, including HIP 26
- Working internally on new roles and responsibilities with the program coordinator, the MEAL officer, support coordinators and the DP to fine-tune, streamline and formalize a new way of working
- Supporting the program, quality and SERA strategy on the ZMPP
- Contribute to strengthening ties with our local and international partners
SECURITY CONSTRAINTS
Haiti is categorized as Level 4. Security is quite volatile/deteriorated in Port-au-Prince due to the presence of gangs, but this does not prevent activities from taking place. Mission security rules are strict (8 PM curfew in Port-au-Prince).
GENERAL OBJECTIVE
- The Field Coordinator has a Country Director (CD) role by delegation over the Port au Prince Metropolitan Area (ZMPP) with regard to the management of field activities.
- However, as the Port au Prince base does not exist, this delegation is restricted to project management and security management.
- He/she proposes, based on the geopolitical and humanitarian context, the strategy for the ZMPP and ensures its implementation once validated.
- He/she monitors and ensures that projects are carried out in accordance with the Solidarités International charter and in compliance with internal and contractual procedures.
- He/she mobilizes the material and financial resources necessary for the proper conduct of the programs and supervises their management.
- He/she coordinates the teams in place and is responsible for their safety in his/her area of ​​assignment.
- In Port au Prince, since coordination is also key, he will play a dual role with the DP and the security manager as a security guarantor for all teams.
- He/she is the direct and privileged contact person for the DP.
SPECIFIC ISSUES AND CHALLENGES
- This position was created following the increase in the mission’s operational scope. Its aim is therefore not only to achieve the objectives of the position described above but also to eventually establish a Port-au-Prince-based structure. This presents significant internal challenges in redefining roles and responsibilities with the Project Director, the Program Coordinator, support coordinators, project managers, and the base security manager. We are seeking a Technical Advisor with experience at this level of security, but also possessing the interpersonal skills, communication abilities, coordination skills, and HR management skills necessary to seamlessly integrate into a new organizational structure and operating methods.
- The security challenges – level 4 at SI – are numerous, particularly in the context of the deployment of activities in new areas of the ZMPP where SI has less history and must work on its access strategy.

A salaried position: Depending on experience, starting from EUR 3080 gross per month (EUR 2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750
SI also covers accommodation costs and travel expenses between the expatriate’s home country and the place of assignment.
Breaks: During the mission, a system of alternating work and leave is in place, with 7 working days off every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, one extra day of leave is granted for each month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all healthcare costs (including medical and surgical fees, dental and ophthalmological care, and repatriation) and a supplementary benefits system that includes war risks. Essential vaccination and antimalarial treatment costs are reimbursed.
LIVING CONDITIONS:
The position is based in Port-au-Prince. Accommodation is provided in a guesthouse with single rooms located in a secure compound 1 km from the office. The standard is very good (swimming pools, tennis court, rooms with private bathrooms).
Restaurants, a supermarket, and shops are available to meet all needs.
The office is also adequate, well-located in a residential area.
