Consultancy to Conduct mid-term project evaluation of “Research and Advocacy for Climate Policy and Action (RACPA)” At Jesuit Refugee Service

The Jesuit Refugee Service (JRS) is an international Catholic organization with a mission to accompany, serve, and advocate on behalf of refugees and other forcibly displaced persons. JRS is present in 51 countries, providing assistance to refugees in camps and cities, IDPs, urban asylum seekers, and those held in detention centers. In the Asia Pacific region, JRS is present in seven countries: Thailand, Cambodia, Singapore, Myanmar, the Philippines, Indonesia, and Australia.

Since July 2023, JRS has been implementing the five-year project “Research and Advocacy for Climate Policy and Action” (RACPA), which focuses on climate-vulnerable communities in coastal and island communities in Indonesia and the Philippines, two countries among the most at risk globally. The project aims to strengthen these communities’ resilience and adaptive capacities by understanding their vulnerabilities and mobility patterns, promoting risk-informed local action, and enhancing policy and governance on climate mobility from local to upper levels. Using a participatory action research approach, RACPA actively involves communities in generating evidence on both economic and non-economic factors affecting adaptation, ensuring that research directly informs advocacy for durable, inclusive, and policy-driven climate solutions.
