Job Title: Senior MERL Specialist – Syria

Overview: IBTCI is seeking an experienced Senior Monitoring, Evaluation, Research, and Learning (MERL) Specialist for an anticipated multi-year Syria Humanitarian Monitoring Project (SHMP) III. The purpose of SHMP III is to establish a third-party monitoring system to collect data that verifies partner reported outputs and selected outcomes, and to deduce lessons learned from humanitarian programs in Syria funded by USAID/Bureau for Humanitarian Assistance (BHA). The overall goal of this award will be to increase USAID/BHA’s access to independent, verifiable data related to the 1) quantity and quality of activities delivered, and 2) performance of BHA-funded programs in Syria.

Responsibilities

Essential Duties/Tasks and Responsibilities

  • Help develop project-wide systems to ensure quality and accuracy of monitoring data, provide support to the Third-Party Monitoring (TPM) subcontractors, to ensure high quality monitoring and accurate and verifiable reporting of all activities under the contract.
  • Assist in the development, finalization, and revision (as / when needed) of contract technical deliverables (Monitoring Plan, Monitoring Schedule, Site Visit Questionnaires and Protocols, Training Materials, IP Workshops, Lessons Learned Report and Final Report)
  • Assist in the training of TPM subcontractor staff in the overall goals of the contract, tools used for monitoring and verification of activities, and professional etiquette for monitoring. Ensure the monitors are well equipped to carry out their monitoring and verification tasks throughout all regions of Iraq as required by the contract.
  • Assist the DCOP to train and supervise local staff to guide prioritization of field monitoring tasks to ensure accuracy of monitoring data collected by subcontractors and oversee the proper use of monitoring and verification site visit forms. Provide management and technical guidance to quickly trouble shoot issues that arise and review joint monitoring visit reports; provide feedback and suggestions for future visits.
  • Assist the DCOP to review incoming subcontractor Site Visit reports for accuracy, quality, reliability, and relevance. Provide each subcontractor with detailed feedback on each report and an overall summary report regarding data quality review and adherence to project protocols.
  • Contribute to the data quality review of the Monthly Monitoring Reports.
  • Contribute to Lessons Learned Reports.
  • Assist and support the DCOP to present the IP workshop findings and facilitate the workshop discussions.
  • Assist the DCOP to design, pilot and revise data collection tools based on client and field needs.
  • Collaborate with the DCOP and COP to manage program resources, technical implementation, and completion of work plan activities and program deliverables.
  • Support the DCOP to conduct quantitative and qualitative field research as needed.
  • Together with the COP and DCOP, oversee and collaborate the program inputs of STTA Technical Specialists relative to IMEP

Qualifications

Education: Bachelor’s degree in international affairs, social science, or a related field. A master’s degree in international affairs, social science, statistics, or a related field desirable.

Minimum Requirements

  • At least seven (7) years of experience in M&E plan design, data collection, and conducting qualitative and quantitative field research.
  • At least two years of experience as a Senior M&E Specialist or similar on a project of similar scope and size.
  • Previous experience providing technical support to third party monitoring projects, M&E support projects, or large-scale evaluations.
  • Oral and written fluency in English required monitoring and evaluation activities and deliverables.

Preferred Knowledge, Skills and Abilities

  • Ability to conduct quantitative and qualitative field research using document review, direct observation, focus groups, Key Informant Interviews, and small- and large-scale surveys.
  • Previous experience implementing, monitoring, or evaluating humanitarian programs in: WASH, health, logistics and relief commodities, shelter, protection, and food assistance.
  • Strong understanding of local context and conflict zone challenges.
  • Proven ability to manage a team to ensure timely and quality submission of project deliverables.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
