Position Summary

STOOS seeks a senior M&E Expert (French native, fluent in English) to lead and support evaluations and research across francophone contexts. The role spans design, data collection oversight, analysis, reporting, and learning facilitation, ensuring high-quality, utilization-focused deliverables in French (and English as needed).

Key Tasks & Duties

  • Design & Inception: Lead inception processes (theory of change refinement, evaluation matrix, sampling strategy, workplan, risks/mitigations) and produce a high-quality Inception Report.
  • Tools & Protocols: Develop quantitative and qualitative tools (HH surveys, KII/FGD guides, observation checklists), piloting and refining instruments; integrate GESIsafeguarding, and data-protection protocols.
  • Field Implementation Oversight: Guide enumerator training, supervise data quality (spot checks, back-checks, dashboards), and ensure ethical, inclusive, and secure data collection (in-person or remote).
  • Analysis & Sense-Making: Lead data cleaning and statistical/qualitative analysis; triangulate findings; facilitate validation and learning workshops with stakeholders.
  • Reporting & Communication: Draft draft/final reports in French (and English summaries if required), including clear findings, conclusions, and practical, evidence-based recommendations; prepare briefs, presentations, and datasets/Codebooks.
  • Quality Assurance: Apply STOOS QA standards (methodological rigor, reproducibility, adherence to OECD-DAC/UNEG), manage timelines, and ensure client satisfaction.
  • Capacity Strengthening: Coach project teams and local partners on M&E systems, indicator frameworks, and adaptive learning practices.Required Qualifications
  • Minimum 7 years of progressive experience in M&E/evaluation within humanitarian and/or development programs in francophone contextsnative French with excellent written style and editing; professional English proficiency. Demonstrated leadership of baselines/endlines/theory-based or mixed-methods evaluations, solid command of sampling/statistics (e.g., power, design effect), and qualitative methods (thematic coding, contribution analysis). Proficiency with Kobo/ODK, and analysis tools (e.g., Stata/R/SPSS and NVivo/Atlas.ti). Strong grasp of GESI, safeguarding, and data-protection; experience producing client-ready reports and facilitating validation workshops. Advanced degree in a relevant field preferred.
