About the organization

The Syrian Center for Justice and Accountability (SCJA) is a non-profit organization based in Washington, D.C., whose mission is to promote transitional justice and accountability processes in Syria. SCJA carries out its activities in three main areas. First, SCJA collects documentation of violations committed by all parties to the conflict, regardless of affiliation, and from all geographic regions of Syria. SCJA retrieves documentation through its team of documentation coordinators in Syria and neighboring countries, Syrian and international partners, and public sources. Second, SCJA’s data analysis team processes and analyzes the documentation in a Syria-specific database, using a methodology developed to reflect international legal principles. Third, SCJA leads the discussion on transitional justice to amplify Syrian perspectives and bridge the gap between Syrians’ interests in justice and international discussions on appropriate accountability measures.

Background on the vacancy

For over 14 years, the Syrian Center for Justice and Accountability (SCJA) has been collecting and documenting human rights and international humanitarian law violations in Syria to facilitate current and future transitional justice and accountability efforts. To comprehensively document all types of violations, SCJA works with experienced documenters who adhere to the highest ethical standards. SCJA is seeking a Documentation Coordinator to contract, based in northeast Syria, to support the Center’s efforts to preserve evidence of serious human rights violations. The Coordinator will begin with a three-month probationary period, which is renewable based on performance and funding availability.

General tasks

The tasks of documentation coordinators include, but are not limited to, the following:

  • Raising awareness of the goals and tasks of the Syrian Center for Justice and Accountability in Syria, in camps for internally displaced persons, and among refugees in neighboring countries.
  • Conduct interviews with witnesses and survivors/victims of violations and collect other documentation directly as needed.
  • Developing and maintaining relationships with partners and data sources to collect used documentation from a variety of sources.
  • Developing and maintaining relationships with local humanitarian service providers to establish referral pathways for survivors and victims of violations.
  • To maintain close contact with the head of the documentation team at the Syrian Center for Justice and Accountability in order to regularly transfer documents and discuss the documentation strategy and efforts.
  • Follow the Syrian Center for Justice and Accountability’s ethical standards and security policy, including the chain of custody, in order to conduct work without harming people or data.
  • Develop and maintain close working relationships with human rights groups and activists inside Syria
  • Perform other tasks as needed

Outputs

  • Conduct interviews as directed by the head of the documentation team.
  • Submitting a weekly documentary report
  • Providing a comprehensive monthly update of documentation on the specific area of ​​documentation work.
  • Answering questions from the head of the documentation team

Documentation Coordinator Qualifications

  • A university degree is required, and a law degree is preferred.
  • At least two years of professional experience in the relevant field
  • Sound knowledge of human rights documentation methods and practices
  • The ability to discuss sensitive topics in an open, respectful, and effective manner
  • Strong interpersonal and organizational skills
  • Proficiency in Microsoft Office applications
  • Awareness of security concerns and the ability to perform work in a safe and cautious manner.
  • Knowing how to take photos, make audio recordings, or shoot videos using a smartphone, camera, or any other device
  • Proficiency in Arabic is required. Proficiency in English is preferred but not mandatory. Knowledge of other languages ​​spoken in Syria is an advantage.
  • A deep understanding of the Syrian context and a strong network in the target region.
  • The ability to work professionally and effectively with colleagues and supervisors
