The Special Assistant to the Chief of Staff reports to the Chief of Staff.

Responsibilities

– Assists the Chief of Staff and supports the Deputy Chief of Staff as necessary; provides support on current and long-term strategic and operational functions related to UNRWA’s functioning. – Undertakes research and writes papers on a wide range of general strategic, administrative, financial, and operational issues of concern to the Executive Office, including drafting presentations, talking points, speeches and notes for the record; prepares reports and correspondence as requested. – Follows up, as required, on the implementation of decisions and on other matters referred by the Chief of Staff to departments and offices at Headquarters and the Fields, and contributes to the optimal flow of information to, from and within the Executive Office. – Supervises administrative aspects across the department by liaising with Directors/Chiefs and coordinating with administrative personnel as necessary. – Maintains contact and liaises with UNRWA Programmes and Field Offices, as required; follows up with internal and external interlocuters as necessary. – Acts as secretary for the Executive Office and meetings as required. – Represents the Chief of Staff and/or the Executive Office/Agency at UN or other meetings and conferences, as required.

Job Specific Qualifications

Work Experience At least six years of progressively responsible relevant work experience in political affairs, administrative affairs, humanitarian affairs, advocacy or outreach with governmental and nongovernmental organizations is required. Unless already serving as an international staff member in the UN Common System, a candidate for international posts must have a minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number as it is required A university degree for an accredited educational institution is required in public or business administration, social sciences, law or a related discipline. Knowledge and experience of working in and supporting Front Offices of senior UN and/or government officials is desirable. Knowledge of contemporary issues relating to the Middle East is desirable Working knowledge and experience of the Agency’s operations in the Middle East, and knowledge of Middle Eastern culture is desirable

Languages

– Excellent command of written and spoken English. – Knowledge of a second UN language; Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

– Type of Contract and duration: 2 years, with the possibility of further extension. – The incumbent may be required to accompany the Chief of Staff on missions within and beyond the region in pursuit of supporting the functioning of the Agency. – Only applications that have been fully completed in UNRWA’s online e-recruitment system Inspira will be considered and no late applications will be accepted.
