With over 10 years serving vulnerable communities, PATH’s team has grown to over 100 staff and a dynamic portfolio of 20 projects funded by USAID, the Bill and Melinda Gates Foundation, Gavi the vaccine alliance, CDC and others. PATH DRC is known for its vision for identifying innovative and appropriate solutions and to convene influencers in the most impactful sectors of health in the DRC including HIV/AIDS, vaccination systems, digital health transformation, malaria control and elimination, epidemic response, data systems and data use, health advocacy and capacity building of our public sector peers.
PATH is looking to hire a Director of Programs to join the team in Kinshasa. As an Advisor to the PATH DRC Country Director, the Director of Programs is a member of the Senior Management Team (SMT). She/He will provide leadership, management, and strategic direction to the DRC Country Program’s diverse projects. Thanks to specific skills, she/he will contribute to PATH DRC’s development, strengthening teams’ capacities and ensuring programs are implemented with the highest technical and operational quality and results.
Responsibilities:
Strategy:
- In collaboration with the Country Director (CD) and the SMT, provide strategic direction in the design of PATH DRC strategic frameworks and plans, including the development of resource mobilization strategies to optimize the impact of program interventions in line with regional and institutional strategic priorities.
People Management:
- Develop, recruit, coach and manage a strong pool of project leads/project directors and strengthen the capacity of existing staff in project management, workplan development and execution, donor reporting and business development.
- Ensure adequate on-boarding for new staff and support CD and project leads/directors to identify training needs and/or professional development opportunities
- Act as an advisor to the CD on the management of talent and the team of project managers and technical advisors across thematic areas and geographic locations.
- Promote continuous learning and capacity strengthening, accountability, and knowledge management across the PATH DRC team.
- Contribute to establishing a safe environment for the sharing of ideas, solutions, and difficulties, with the capacity to detect, analyze, and manage both high and poor performers.
Project Leadership:
- Provide strategic direction and technical oversight to PATH DRC’s growing portfolio of projects and programs, ensuring development and execution of high-quality workplans and deliverables
- Provide high-quality technical assistance and capacity strengthening for project teams, progressively introducing best-in-class project management and operational standards.
- Lead high-quality project design incorporating project management standards appropriate to the scope, context, and technical requirements of projects, including management systems that focus progressively on supporting teams working in a hybrid work/office environment.
- Work collaboratively with the finance and administration team to ensure appropriate project budgeting and efficient use and stewardship of project resources.
- As PATH DRC’s programming grows in scope and scale, support the development of operational practices and processes to support expansion.
Business Development:
- Support business development efforts, including proposal and concept note development, and the establishment and management of new and existing relationships with donors
- Support the Business Development Team and ensure proper oversight of the business development cycle such that quality proposals are consistently prepared in accordance with agency and donor standards.
- Represent PATH in external meetings, as needed.
Required Experience:
- Master’s Degree in Business Administration, International Development, Public Administration, or a relevant field.
- Minimum of 5 years of relevant leadership experience, managing complex multi-project teams.
- Project management experience in a country outside the US or Western Europe in which PATH works would be a strong asset.
- Fluent French and English, written and spoken, is a requirement
- Track record of leading teams through change processes creating cohesive, accountable teams with a passion for delivering results under complex conditions.
- Demonstrated experience in capacity strengthening, staff development, training, and mentoring, as well as in team building and strategic planning initiatives.
- Demonstrated experience in all phases of the project lifecycle, preferably on projects supported by funders such as USAID, CDC, and the Bill and Melinda Gates Foundation implementation, and monitoring and evaluation.
- Experience with successful business development/proposal activities capturing public and/or private donor funding.
- Experience in networking at the highest level with Government officials, INGO, NGO and private sector partners.
- Demonstrated leadership skills.
- Excellent strategic, analytical, systems thinking, and problem-solving skills, with the capacity to see the big picture and ability to make sound judgment and decisions.
- Proactive, resourceful, solutions-oriented, and results-oriented.
- Strong relationship management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
- Presentation and facilitation skills.
- Excellent English and French writing skills.
- High proficiency using MS Office packages (Excel, Word, PowerPoint, Teams), information and budget management systems, and knowledge-sharing networks.
- Required Languages – Fluent in French and English.
- Travel – Must be willing and able to travel up to 30% to DRC provinces and PATH offices regionally and internationally.
