The Programs team helps realize this objective by bridging program management, technical support, and business development, enabling Pact to achieve its global strategy. We ensure program excellence through continuous learning, monitoring and evaluation and provide organizational and industry-wide thought leadership by leveraging a complementary set of cross-functional, multi-disciplinary skills, expertise, and experiences. The Programs team influences progressive change through the development and implementation of global and regional strategies and business plans; supports advancement of innovative solutions; pursues new business opportunities; and drives effective internal and external engagement to maximize Pact’s impact across the globe. Position Purpose

Pact is recruiting a Team Leader for the anticipated Building Resilience Against Violence Extremism in Kenya – Somalia borderlands (RESET) project. The Team Leader is responsible for the overall leadership and oversight of the project. The Team Leader serves as the primary liaison to the donor, the relevant government departments, a regional advisory group and other project stakeholders. The Team leader provides advisory, technical and strategic oversight of project implementation and management.

The purpose of the RESET activity is to foster more resilient Northeast Kenya and Somalia borderlands. Primarily, the RESET activity is expected to deliver on the following outputs:

  1. Strengthen understanding of conflict, structures and actors to shape effective policy and programming.
  2. Strengthen formal and informal mechanisms aiming to build resilience along the Kenya – Somalia border.
  3. Address grievances and mitigate against drivers of instability and extremism.

Key Responsibilities

  • Provide technical leadership to ensure high quality programming to achieve project results; ensure that the technical assistance provided by the project is effective and sustainable.
  • Development, implementation and monitoring of all work plans and budgets.
  • Ensure overall quality control and the timeliness of all required deliverables.
  • Project evaluation and ensure project impact reporting requirements are met.
  • Monthly, quarterly and annual progress and financial reporting.
  • Ensure cost-effective use of resources to meet expected results in compliance with donor and Pact rules and regulations.
  • Ensure close coordination with other donor funded and partner initiatives/programs in the country.
  • Represent RESET at conferences, working groups, and meetings to support the project’s contribution to thought leadership in the region.
  • As applicable, oversee the sub-grant management process.
  • Oversee technical assistance and capacity building to local partners for delivery of interventions, and overall achievement of project objectives and targets.

Basic Requirements

  • Advanced degree (Masters or PhD) in a relevant field such as peacebuilding and conflict management, project management, or other relevant field.
  • A minimum of fifteen (15) years of technical and managerial experience in governance programming – preferably in Sub-Saharan Africa.
  • At least eight (8) years of experience in a senior level management and leadership position, including direct supervision of staff, project management, and technical leadership.
  • Expertise in project management, P/CVE and peacebuilding and conflict management approaches and principles.
  • Demonstrated experience managing multi‐million-dollar donor-funded complex projects.
  • Demonstrated ability to establish and sustain professional relationships, and to work collaboratively with host government agencies, civil society, community-based organizations and other donors
  • Experience managing FCDO and/or USAID contracts and cooperative agreements.
  • Ability to respond to changing contexts as well as diverse stakeholders and government partners in a flexible manner.
  • Proven track record of effective and convincing negotiation skills.
  • Ability to produce timely, exceptional quality deliverables with sustainable impact and a strong commitment to work.
  • Demonstrated management skills, including relevant experience in direct supervision of professional national and international staff.
  • Demonstrated high caliber people-centered and empathetic leadership capacity, and ability of productive and effective cross-cultural communication with teams and partners
  • A positive reputation with relevant sector partners in Kenya, including key donor agencies and the government of Kenya.
  • Ability to live, work, and travel within Kenya.

Preferred Qualifications

  • Experience in cross-border P/CVE, peacebuilding, and conflict mitigation and/or livelihoods and resilience building programs in the Horn of Africa is strongly preferred.
  • Experience with stabilization programming and / or advisory support will be an added advantage.
