JOB DESCRIPTION AND QUALIFICATIONS

Job Title : Project Development Officer

Reporting to : Resource Mobilisation Manager

Supervising : None

Duty Station : Jakarta, Indonesia

Duration of employment : 1 (one) year with possibility of extension

Board Statement of Function

The Project Development Officer is responsible for the professional work in writing and developing project proposals / grant applications. For approved grant applications, he/she will mobilize pre-implementation requirements of the project to include facilitating review of the grant agreement. The focus of project development activities will be towards securing grant funding from funding sources.

  1. Support the Resource Mobilisation Manager in the development of project proposals and grant applications;
  2. Monitor the submission of grant reports and other requirements as specified for grant agreements/contracts;
  3. Undertake identified assignments as tasked by the Resources Mobilisation Manager .

Duties and Responsibilities

1. Support the Resource Mobilisation Manager in the development of project proposals and grant applications.

  • Write and package project proposals and grant applications to international donors;
  • Conceptualise and develop results chains / theory of changes on proposal ideas;
  • Prepare presentations on proposals in meetings and workshops with donors and/or organisations / agencies involved in proposal development, when applicable;
  • Produce detailed annual action plans on specific areas of responsibility outlined above, identifying areas for growth and development and outlining measurable objectives;
  • Organise and facilitate brainstorming workshops / sessions leading to project idea formulation and concept and/or proposal development;
  • Maintain active file of project proposals and concept papers;
  • Prepare brief write-ups and keep a select set of photos on funded projects for purposes of keeping the donors updated on project progress;
  • Keep abreast with emerging trends on and opportunities for proposal development targeted to international sources;
  • Maintain a database of and monitoring matrix for all project proposals and grant applications submitted to donors;
  • Develop core generic proposals for each programme that requires funding.

2. Monitor the submission of grant reports and other requirements as specified for grant agreements/contracts.

  • Keep the concerned project managers abreast on deadline for submission of technical and financial reports and other donor requirements;
  • Document compliance activities and maintain records of grant reports.
  • Develop and monitor matrix showing status and progress of grant submissions;
  • Develop and monitor matrix for approved grants showing narrative and financial report submission and schedule of fund transfer;
  • Develop and monitor matrix showing the submission of pertinent reports and other requirements for compliance to grant agreements.

3. Undertake identified assignments as tasked by the Resources Mobilisation Manager.

  • Maintain good rapport with ASEAN Member States, ASEAN Secretariat, ASEAN Dialogue Partners, other ASEAN’s partners, donors, private sector, as well as representatives of other relevant agencies and organisations;
  • Represent the AHA Centre during external events, meetings or functions, as required;
  • Perform duties as assigned during emergency response operations;
  • Perform other duties as assigned by the Resource Mobilisation Manager.

General Qualifications

Education

Minimum of Bachelor’s Degree (preferably Master’s Degree) in one or more of the following disciplines: Marketing, Communications, Business Management, or other related fields.

Requirements

  • At least five (5) years of experience in developing concept notes and project proposals for reputable international organization / private sectors with proven track record in getting big amounts of projects written / conceptualized;
  • Good understanding of corporate social responsibility and knowledge in donors’ engagement;
  • Strong communication skills including delivering of presentations on project ideas and proposals;
  • Excellent command of oral and good written English;
  • Ability to work in a multi-cultural setting;
  • Ability to demonstrate initiative and work well under pressure;
  • Excellent diplomacy skills;
  • Knowledge of ASEAN’s disaster management mechanisms and experience working in an emergency response operation with an international organisation and/or private sector will be an advantage.
