How can you make a difference? Key functions / Responsibilities

The Purchasing Assistant’s primary purpose is to provide operational and administrative support to the Venezuelan Red Cross’s procurement of goods and services. This role is crucial for ensuring the efficient and transparent execution of the purchasing process for goods and services (including medical supplies, office materials, equipment, etc.), from receiving requests and analyzing suppliers, bids, and negotiations to final delivery. Their work focuses on documenting, monitoring, and ensuring compliance with the Red Cross Purchasing Procedure, guaranteeing transparency and accountability.

Functions:
• Receiving and Reviewing Requests: Receive and validate purchase requests (requisitions) from different departments, ensuring they are properly approved and specified.
• Sourcing Suppliers and Obtaining Quotes: Assist in the search for potential suppliers and request quotes for minor purchases, according to internal thresholds and procedures.
• Issuing Purchase Orders (POs): Prepare and issue Purchase Orders once the supplier option has been approved.
• Calling for Bids: Collaborate in the preparation of Terms of Reference (TORs) or Requests for Proposals (RFP/RFQs) and assist in the publication or dissemination of calls for bids, following the regulations of the Venezuelan Red Cross and/or donors.
• Receiving and Registering Bids: Manage the formal receipt of bids from tenderers, ensuring confidentiality and timely registration of documents.
• Preliminary Analysis: Assist in the preliminary technical and economic analysis of proposals received within the framework of the bidding process, verifying compliance with administrative requirements and technical specifications.
• Selection and Award: Participate in the documentation of the selection process and support the formal notification of the award or rejection to participants.
• Process Documentation: Ensure that the bidding file is complete and properly audited, including the evaluation matrix, opening minutes, award minutes, and the final contract.
• Order Tracking: Continuously track Purchase Orders and contracts resulting from bidding processes to guarantee timely delivery.
• Receiving and Acceptance: Collaborate in verifying the physical receipt of goods and managing the acceptance documentation (Receiving Certificates).
• File Archiving: Maintain a complete, organized, and secure filing system for all purchasing and bidding files.

Responsibilities
1. Actively work towards achieving the objectives of the Financial Directorate of the Venezuelan Red Cross.
2. Comply with and work in accordance with the principles of the Red Cross and Red Crescent.
3. Perform any other work and responsibilities related to providing financial support to the National Society.


The Accounting Assistant will report to the Purchasing Officer .

Workplace
Caracas (CRV Headquarters).

To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:

  • Technical degree or Bachelor’s degree in Administration, Finance or Public Accounting.
  • A minimum of three (3) years of professional experience in the social and/or private sector, with progressive responsibilities in the area of ​​purchasing.
  • Excellent numerical skills.
  • Discretion, neutrality and confidentiality regarding your work.
  • Excellent communication skills.
  • Good analytical skills and a solution-oriented person.
  • Ability to work well in a multicultural team.
  • Excellent stress management.
