Doctors Without Borders is an independent international medical and humanitarian organization that provides assistance to populations in distress, victims of natural or man-made disasters and victims of armed conflict, without discrimination and regardless of their race, religion, belief or political affiliation.

The MSF movement is structured around five operational directorates supported by 21 sections, 24 associations and other MSF offices around the world.

  1. Responsibilities

The Logistics Liaison Officer (LLO) is a logistics liaison seconded to operations to assist the cell in all its mission support activities. They primarily serve as a technical liaison, but their experience and understanding of operations make them an important member of the cell, participating in operations management and, in particular, monitoring security management on missions.

Regarding the missions of his unit:

As a member of the cell, participate in defining objectives and operational strategy while ensuring technical and logistical feasibility.

Is responsible for ensuring the proper functioning of the supply of the missions under his/her responsibility.

Supervises technical and logistical activities and ensures the application of fundamental logistics principles.

Anticipate the logistical and technical problems that missions might face.

Promotes and facilitates the implementation of technical activities aimed at improving the impact of medical programs on beneficiaries (WASH, distribution, construction, etc.)

Validates the technical aspects of the risk reduction policy.

In collaboration with the other members of his cell and the logistics coordinators of the missions under his/her responsibility, he/she actively participates in the development and implementation of action plans and budgets for the missions.

He/She is responsible for ensuring the availability, implementation, and management of all necessary technical and logistical resources and associated human resources. He/She guarantees the application of non-medical technical policies and quality standards, as well as the availability and reliability of items and systems.

Requirements

Education

  • Secondary education at least. Technical training is a plus.
  • Experience in technical project management and leadership is a strong asset.

Experience

MSF

  • Minimum 3 years of mission with MSF in logistics, management/coordination positions
  • Several experiences in OCG logistics, including at least one emergency response and at least one regular assignment
  • Proficiency in MSF OCG tools
  • Knowledge of OCG’s procurement platform
  • Mastery of logistics fundamentals
  • Experience in managing difficult security situations

Hors MSF

  • Strong analytical skills in emergency situations and ability to propose logistical strategies
  • Good understanding of the political mechanisms of conflicts and emergency situations
  • Possessing communication skills
  • Skilled in planning and implementing logistical support.
  • Experience required in coaching and team leadership.

LANGUAGES

  • Fluent French and English required
  • Spanish is a plus

Employment conditions

  • Permanent contract at 100%
  • Based in Dakar, with very frequent travel on missions
  • Effective date: January 5, 2026
  • Salary based on country of residence, internal salary scale and experience taken into account.
