Monitoring, Evidence, Accountability, and Learning (MEAL) Manager Burkina Faso At Norwegian Refugee Council

Context

NRC is currently working in Burkina Faso, with staff dedicated to assisting people affected by the conflict. Its humanitarian interventions are based on its programming expertise in key competencies such as shelter and habitat, site management, education, water, sanitation and hygiene, protection from violence, and information, counseling and legal assistance (ICLA) to vulnerable displaced persons.

NRC’s programs in Burkina Faso are strongly focused on humanitarian aid, protection, and resilience, aiming to address life-saving needs and support sustainable solutions to improve early recovery outcomes through integrated programmatic responses. In this complex and challenging context, NRC is strengthening the quality, responsiveness, integration, and sustainability of its programs. This requires robust, high-quality MEAL (Monitoring, Evidence, Accountability, and Learning) systems to ensure effective monitoring, evidence-based decision-making, and accountability to the populations served. NRC is seeking a dynamic, motivated, and qualified Monitoring, Evidence, Accountability, and Learning (MEAL) Officer to actively contribute to the development and strengthening of the humanitarian response in Burkina Faso.

Roles and responsibilities

  • Contribute to the development of country office (CO) procedures, policies and guidelines to institutionalize MEAL throughout the mission.
  • Support the design of theories of change, MEAL tools and indicators with the Programs and Advocacy teams; ensure the development and implementation of MEAL plans.
  • Coordinate the development of MEL plans by project and the necessary tools for needs assessments, baseline and end-of-project data collection, post-distribution monitoring;
  • Ensure the integration of NRC’s Safe and Inclusive Protection (SIP) standards into MEL activities, tools and methodologies;
  • Promote MEAL as a strategic priority by participating in country strategy processes and supporting program specialists in the use of MEAL data;
  • Promote learning sessions for MEL and Programme staff and ensure learning through assessments, AAR and lessons learned exercises according to the CO learning agenda, and integrate the results into the PCM.
  • Support the analysis and reflection on the needs, performance and relevance of programs and provide guidance during Project Cycle meetings (Go/No Go meetings, project proposal planning, progress analysis and project closure meetings)
  • Working with global MEAL teams to adapt best practices, receiving technical support according to global MEAL procedures and ensuring that the CO experience contributes to global learning.
  • Contribute to the Country and Key Competency/Programme strategy process through: performance outcome analysis, PDM surveys, needs assessment reports and any other useful source; proposals for revising Theories of Change; annual budgeting of MEL and CFM activities and staff;
  • Supervise the Community Feedback Mechanism (CFM) and its team, to ensure its proper functioning, inclusivity and use to improve programs, respond to community priorities and address concerns in a timely manner.
  • To be the national focal point for programmatic digital systems — supporting adoption, overseeing problem resolution, user feedback and coordination with global teams — while ensuring compliance with data governance frameworks.

Professional skills for this position

  • Minimum 5 years of MEAL experience, including at least 3 years in a management position in an international NGO, ideally in an emergency or post-conflict context, with experience in supporting IDPs and in remote management.
  • Postgraduate degree in statistics, information systems management, social sciences or a related discipline;
  • Technical skills and prior experience in implementing various methodologies and approaches to program evaluation;
  • Excellent skills in data analysis, trend interpretation and communication of results to support evidence-based decision-making.
  • Experience in managing sensitive community feedback, in compliance with data protection regulations.
  • Expertise in evaluation methodologies and approaches.
  • Fluency in French is required; good communication skills in English are an asset;
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook); experience with Microsoft 365 (SharePoint, Teams, OneDrive, Planner) is an asset.
