Regional Humanitarian Access and Networking Advisor for Central Africa (m/f/x) – Nairobi – MSF Belgium At Médecins Sans Frontières

CONTEXT

Within the Brussels Operational Centre (MSF-OCB) , the Analysis department is composed of a multidisciplinary team that contributes to MSF’s social mission by:

  • Conducting in-depth research and reflection on humanitarian and health policies
  • Developing and implementing advocacy strategies
  • Expanding our operational networks
  • Supporting and challenging operations
  • And by positioning the organization on political issues related to health and humanitarian aid, based on MSF’s operational experience.

The department is composed of experienced humanitarian workers with diverse expertise:

  • The Health Policy Team
  • The Forced Migration Team
  • The Conflicts and Humanitarianism Team
  • The Humanitarian Access and Networking Team

As the Regional Humanitarian Access and Networking Advisor for Central Africa , you will be part of the Humanitarian Access and Networking Team. This team comprises four regional advisors and a coordinator. It focuses on supporting operations to strengthen their capacity for contextual analysis and networking. The regional advisors are responsible for developing in-depth contextual analysis of their region and support operations in developing their operational networks and in humanitarian negotiations when necessary.

In Central Africa, MSF-OCB is currently operational in DRC (Democratic Republic of Congo), Burundi, CAR (Central African Republic) and Chad .

MAIN RESPONSIBILITIES

Contextual analysis

  • Conduct a thorough and continuous analysis of the region, monitoring political, economic and military dynamics, in synergy and coordination with the Operations department (emergency pool, cells and relevant country teams)
  • Ensure, in collaboration with operations, that a regular mapping of stakeholders is carried out, including all political, military and civil society actors relevant to your area of ​​intervention.
  • To monitor and analyze regional developments and the links between countries in the region in order to help operations understand the impact of political developments on our activities
  • Provide regular updates on political developments according to the contexts/priority groups defined by operations and the Analysis department, particularly regarding the positions, threats and opportunities related to humanitarian aid actors.

Networking

  • Strengthen regional contextual analysis and networking in Uganda, Rwanda, Tanzania and Cameroon as needed for operational purposes.
  • Supporting Country Coordinators and the Operations Coordinator in networking and humanitarian negotiations
  • Support operations in developing a country-level networking strategy that is consistent across the region.
  • Identify ways to support operations in their engagement with governments, the military, academia and civil society (based on the challenges identified) at the regional level
  • Liaise with Humanitarian Representatives for East and West Africa regarding relevant networking for the region
  • Liaise with other MSF projects in the region on access and networking issues.
  • Establish links with external specialists in coordination with colleagues from Operations and the Analysis department

Support and guidance

  • Develop a strategy to support and assist senior colleagues in projects and country offices involved in contextual analysis and networking (including through the exchange of best practices, training opportunities, regular meetings, etc. at the regional level)
  • Facilitate and support training on humanitarian negotiations in the region
  • Organize regular workshops for colleagues in charge of networking within MSF in the region to provide updated contextual analyses and networking strategies

Operational support

  • Participate in exploratory assessments to identify potential new operations (emergency or regular projects)
  • Carry out short-term replacement assignments to support operations in the region (maximum 2 months)

REQUIREMENTS

Education & Experience

  • Degree in a medical discipline, political science, sociology, international relations, international humanitarian law or any other relevant field
  • Minimum 10 years of operational experience in various humanitarian contexts, including in the Central African region
  • Senior-level international experience (coordination roles) with MSF or a similar international humanitarian organization
  • Experience working in unstable environments and emergency operations
  • Experience in humanitarian negotiations
  • Proven experience in contextual analysis, negotiation, and networking
  • Excellent knowledge of the Central African region

  • Fluency in French and English , both written and spoken, is essential.

CONDITIONS

  • Expected start date: March 2026
  • Localisation : Nairobi (Kenya)
  • Mobility: minimum 3 visits per year to the Region’s programs
  • Contract type: Fixed-term contract – Full-time
  • Contract duration: 2 years (renewable)
  • Contractual conditions, including salary, will be established based on the selected candidate’s official residence and in accordance with MSF Nairobi’s standard job and salary scales.
  • Family placement possible depending on the policies and conditions of the host MSF entity
