HEALTH – INNOVATE – TOGETHER: Since its creation in 2009, ALIMA has treated more than 13 million patients in 15 countries and currently operates in 12 African countries and Haiti. In 2022, we developed 62 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects are carried out in support of national health authorities through nearly 511 health facilities. We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise, whether at the national level or internationally. Furthermore, to improve the humanitarian response, we conduct operational and clinical research projects, particularly to combat malnutrition and viral hemorrhagic fevers.

OUR PROJECT THEMES: Malnutrition, Sexual and reproductive health including gender-based violence, Primary and secondary health, Pediatrics, Malaria, Epidemics (Hemorrhagic fevers, meningitis, Cholera, Measles, Dengue, COVID-19).

THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, working closest to patients, receive support from the coordination teams, generally based in the capital cities of the countries where they operate. These teams are supported by the four desk teams and the emergency and openings team based at the operational headquarters in Dakar, Senegal. The teams in Paris and New York actively work on fundraising and representing ALIMA. The rest of the ALIMA network includes individuals and partner teams working for other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins/KEOOGO, and AMCP; the research organizations PACCI and INSERM; the Universities of Bordeaux and Copenhagen; the NGO Solidarités International; and many others.

OUR COUNTRIES OF INTERVENTION: Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, Sudan, Mauritania, Ethiopia, Haiti.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: The post holder will have contact with children and/or vulnerable adults either frequently (e.g., once a week or more) or regularly (e.g., four days a month or more, or overnight) because they work on national programs, visit national programs, or are responsible for implementing the recruitment process. Therefore, a criminal record check or a certificate of good conduct will be required. If it is not possible to provide a criminal record check or a certificate of good conduct, a sworn statement will be requested.

FUNCTIONAL AND HIERARCHICAL LINKS

The HR contact person is part of the Desk 3 team and reports directly to the Program Manager (hierarchical supervisor) and to the Operational HR Manager (functional link).

He/she collaborates with the entire Desk team (a multidisciplinary team made up of several business experts: medical, logistics, finance, HR, donors supervising several countries of intervention) of which he/she is a part in order to provide the best possible support to the field teams and to build a long-term strategy for each country.

He/she also collaborates with the HR Referents of the other Desks, the Recruitment and Pool Monitoring Officers, the administrative office team, the technical referents of the Dakar office and the Coordination teams in the countries of intervention for which he/she is responsible.

He supports and advises HR coordinators and finance/HR coordinators in the field.

This position is therefore multidimensional with many stakeholders and requires a great capacity for communication, adaptation and consequently a great ease in creating relationships of trust.

MISSION AND MAIN ACTIVITIES

As the focal point for human resources at the Desk level, the HR Referent supports the motivation of the actors in place, their skills in service of Project objectives, in a climate of trust and in accordance with our values ​​in order to guarantee the collective challenge of the quality and development of our operations.

The HR representative carries out their mission:

  • By leading, with the Program Manager and the rest of the desk team, as well as the pool managers, the team composition dynamics for project needs.
  • By participating in talent development through the proposal of objective, adapted and constructed pathways / training / support with the technical pool referents, pool managers as well as the training manager.
  • By supporting HR Coordinators or HR Managers in ensuring the ALIMA administrative and legal framework for human resources management within the countries of intervention.
  • By supporting field Coordinators or HR Managers in finding solutions to complex HR problems in order to support projects and ensure that field teams have the means to save lives and provide better care for the most vulnerable people.

Main activities:

  • Working with country desks and coordination teams, advises on team composition, identifies international recruitment needs, monitors talent development and career paths, and provides support/guidance to managers at all levels.
  • Together with recruitment officers, technical pool referents and HR referents, co-identify people to fill positions defined internally (placement) or externally (recruitment) using appropriate tools (pool meetings, tests, interviews, references…) within the given timeframe and with the objective of an optimal team composition.
  • Supports and accompanies throughout the work of the HR Coordinators (HRC) and HR teams in the countries, helps in monitoring the objectives defined by the Managers of the HR Coordinators, provides technical support on all human resources management issues: recruitment policy, personnel monitoring (assessment, training, disciplinary procedures…), talent identification, skills development, mobility, evolution, team composition, job descriptions and salaries.
  • With the HR Coordinators (HRC), directly during country openings, during project openings and closings, ensures that HR policies, the Charter and other ALIMA framework policies are implemented in compliance with the legal framework specific to each country.
  • Provides expertise and support on the use of HR tools, primarily Homer, Odoo and other national and international staff tracking files.
  • With the operational finance manager and the desk and country teams, monitors budgets and funding proposals made in the countries of intervention within the HR department and through its operational monitoring within the desk, it participates in the definition of HR policies with the HR Director and intervenes on cross-cutting subjects: active recruitment strategy, career management, training, HRIS, improvement of tools/procedures.
  • He ensures the completeness, timeliness and relevance of HR information/data reported from the field and consolidates it at the desk level.
  • Implementation of preventive measures against abuse of power, gender-based and sexual violence:
  • Supports the development of diagnostics on the countries of intervention and the development of an action plan that will be reviewed regularly;
  • Organizes, with the support of the contact person at headquarters, and participates in training sessions and awareness sessions;
  • Ensures that members of his team attend training and awareness sessions and apply standards relating to abuse prevention;
  • Participates, upon request, in incident management;
  • Contributes to creating and maintaining a nurturing and protective environment.

TRAINING, EXPERIENCE AND SKILLS

Education and experience

  • Master’s degree in human resource management or any other equivalent qualification;
  • Experience of at least two years in a coordination position within an international NGO, ideally humanitarian with a significant HR component (more than 200 staff).
  • Experience on emergency humanitarian medical projects is an asset.
  • Experience in recruitment and career management is desirable.

LANGUAGES

Fluency in French and English (reading, writing, speaking) is required.

CONDITIONS

Contract duration : Permanent contract (CDI) under Senegalese law with a trial period of 3 months renewable once, i.e. a maximum of 6 months.

Duty station : Dakar with frequent travel (approximately 30% of the time) to countries of intervention.

Start date : January 2026.

Salary: According to the ALIMA salary scale in effect.

Other advantages :

– Travel expenses between the country of origin and the base country (Senegal);

– 2.75 days of paid leave per month and a system of recovery days for travel;

– One round trip per year to the country of residence covered for the employee and their dependents and a second round trip per year for the employee;

– Installation allowance in Dakar depending on family composition (€3,000 to €5,000);

– Coverage of school fees for dependent children, within the framework of the ALIMA policy and ceilings in force;

– Supplementary health coverage and evacuation provided by ALIMA for the employee and their dependents.
