HEALTH – INNOVATE – TOGETHER: Since its creation in 2009, ALIMA has treated more than 13 million patients in 15 countries and currently operates in 12 African countries and Haiti. In 2022, we developed 62 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects are carried out in support of national health authorities through nearly 511 health facilities. We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise, whether at the national level or internationally. Furthermore, to improve the humanitarian response, we conduct operational and clinical research projects, notably to combat malnutrition and viral hemorrhagic fevers.

THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, working closest to patients, receive support from the coordination teams, generally based in the capital cities of the countries where they operate. These teams are supported by the four desk teams and the emergency and openings team based at the operational headquarters in Dakar, Senegal. The teams in Paris and New York actively work on fundraising and representing ALIMA. The rest of the ALIMA network includes individuals and partner teams working for other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins/KEOOGO, and AMCP; the research organizations PACCI and INSERM; the Universities of Bordeaux and Copenhagen; the NGO Solidarités International; and many others.

ALIMA IN CHAD

The history of ALIMA programs in Chad

Chad is experiencing a severe food and nutrition crisis, exacerbated by large population influxes, but also by its vulnerability to natural disasters and epidemics.

ALIMA began its activities in Chad in 2012 in partnership with the Chadian medical NGO Alerte Santé.

In 2012, the project, located in the N’Gouri health district in the Lac health region, was implemented with support from ECHO, UNICEF, and WFP. This project continued throughout 2013, during which the focus was on improving the quality of care, a major challenge in Chad given the difficulties in mobilizing qualified medical professionals. In 2014, 6,140 children with severe acute malnutrition (SAM) received care, including 826 children with medical complications, who were hospitalized at the N’Gouri District Hospital’s Intensive Care Unit (ICU).

Since April 2013, ALIMA and AS have also been supporting the management of severe acute malnutrition (SAM) in Ngouri with the support of ECHO. Before the implementation of this ALIMA/AS project, only the Notre Dame des Apôtres dispensary in the southern district offered malnutrition treatment in the capital. During the first seven months of operation in 2013, the project provided care for more than 7,000 children with SAM. In 2014, 16,383 children benefited from this free nutritional care. After two years of operation, the project demonstrated the scale of the malnutrition problem in urban areas. Faced with a constantly increasing number of children requiring care, and with the aim of integrating and improving the quality of care, ALIMA/AS decided in 2015 to transfer their inpatient services to a larger public facility.

Since July 2021, the OptiMA study, RISQ and the implementation of the CRECH project (Climate Change Resilient Hospital) have been carried out in the Ngouri district.

Starting in 2023, ALIMA/AS, with financial support from ECHO, began working in the Sila province to provide assistance to Sudanese refugees. And more recently, beginning in August 2026, through a consortium supported by the Sahel Regional Fund, ALIMA, AS, ACTED, and NIVARNA deployed activities in the Chokoyan district of Ouaddaï province.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: As part of their duties, the incumbent will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or a certificate of good conduct will be required. In situations where it is impossible to provide a criminal record check or a certificate of good conduct, a sworn statement will be requested.

FUNCTIONAL AND HIERARCHICAL LINKS

  • Reports to the medical coordinator
  • Refers to the pharmacy coordinator, if there is one.

  • Supervises pharmacy managers and, by extension, stock managers

MISSION AND MAIN ACTIVITIES

The Country Pharmacy Manager is responsible for analyzing the needs for medications and medical equipment and ensuring the quality and availability of the products used . He/She is:

  • Responsible for ensuring proper medication management throughout the mission.
  • A bridge between our activities and drug-related issues in connection with national pharmacy policies.
  • Responsible for strengthening the HR skills of our pharmacies as well as those of the supported health structures.
  • Responsible for defining the medication circuit in accordance with donor requirements.

1. General supervision of pharmacies in the country

  • Provide technical support in the organization of distribution units (central and/or project stock) and consumption units: layout of premises, storage and classification of products, storage conditions, hygiene… .
  • Set up and supervise the appropriate use of pharmacy management and monitoring tools (stock sheets, order sheets, Isystock, Isystock reporting, etc…).
  • Provide technical support and ensure proper management of distribution and consumption units: entries, exits, receipts, deliveries, stock rotations, consumption, expiry dates, theoretical and physical inventories, expired medicines, etc.
  • Ensure regular checks, replenishment/filling of emergency kits/trunks.
  • Ensure that the temperature, humidity and light exposure are appropriate for the medications in the pharmacy, according to the application of standard procedures.
  • Ensure that the cold chain is properly maintained, according to ALIMA standards.
  • Ensure monthly monitoring of stock levels (risk of stockout, stockout, overstock, dormant stock, products nearing expiry, inventory discrepancies) and provide feedback on monthly pharmacy reports to the medical coordination team.
  • Travel regularly to projects to ensure supervision and monitoring of pharmacy-related activities in the field.
  • Train staff in charge of pharmacy management on the knowledge and management of medicines, equipment or items commonly used or ordered from project stocks.

2. Management of the supply of medicines and equipment

  • Ensure the existence and proper functioning of a supply chain for medicines and medical equipment (procedures, schedules, etc.)
  • Develops internal medical orders: both in terms of periodicity (taking into account geographical, security, operational and financial constraints) and needs (based on average monthly consumption analyzed with stock rotations and epidemiological factors).
  • Ensure a clear and consistent distribution circuit/system between the different units (distribution/consumption), including the assignment of responsibilities among the staff involved.
  • Encourage interdepartmental communication and information exchange regarding the state of Central stocks and projects, pharmacy management and activity monitoring, for better management and use of medical stock.
  • Collect and record all data and indicators for the purpose of mission reports (monthly, quarterly, annual).
  • Ensure the monitoring of actual and theoretical consumption (according to isystock) and in the development, consolidation, planning and monitoring of international medical orders, including the budgeting part with finance and logistics, as well as taking the necessary measures in the event of delivery delays, risks of stock shortages, etc.
  • Prepares import authorization requests (for products requiring one) and oversees obtaining them from national authorities and assists logistics, if needed, in customs clearance procedures for medical orders.
  • Ensures that the final version of the orders is transmitted to the fields (deadlines, quantities, etc.).
  • Ensure follow-up of current orders (receipt, backorders).

3. Management of distribution units (central pharmacy, project pharmacies )

  • Ensures that items are correctly stored and identified according to ALIMA standards.
  • Ensures storage conditions according to ALIMA standards (hygiene, temperature, ventilation, storage, security), with special attention given to dangerous products, those requiring a cold chain and narcotics.
  • Ensures the correct use of stock cards (entry/exit/inventory/signature on each line, etc.).
  • Supervises and/or participates in regular physical inventories (quarterly/before the end of landlord contracts/and always before order preparation) which are complete and mandatory.
  • Prepares an inventory report (with initialed and archived copy) after each complete inventory and takes the opportunity to value the stock.
  • Constantly monitor products with an expiry date less than 6 months away, produce a report to the Medical Coordination and make proposals.
  • Ensure that the following is kept constantly up to date:
  • Register of psychotropic and narcotic substances
  • Expired product register
  • Track monthly donations, loans and product repayments between projects or to third parties.
  • Ensure that expiry dates of items are monitored, and that emergency kits, first aid kits and pharmacies in offices and/or expat homes are kept up to date according to the respective pre-established schedule.

4. Support for the country

  • Stay properly informed about national import regulations and any possible changes to procedures.
  • Understanding national standards for the destruction of perishable medical items and advocating for compliance with international standards.
  • Communicate regularly with logistics, administration and finance regarding medical supplies.
  • Establish the information, validation, and reporting circuit within the medical supply chain in conjunction with the medical and logistics department.
  • Establish a regular meeting system to improve communication and information sharing, which is essential for operations.
  • Report regularly to the Medical Coordination (at least monthly and whenever deemed necessary) the situation of the pharmacy: current state, expiry of medicines, consumption, prevention of stock shortages, etc. by means of the monthly pharmacy report.

5. Capacity building and team leadership

  • Define, with the help of the direct managers of the people concerned, the training needs of the teams involved in the management of the pharmacy, in line with the objectives of the project.
  • Participate in the training of team members in charge of pharmacy management in projects by providing support in the work.
  • Participate in the selection and monitoring of the staff responsible for pharmacies.
  • Collaborating on the clear definition of tasks and the regular updating of job profiles for pharmacy managers.
  • Assists in the evaluation of the technical and supervisory capacities of agents involved in the management of pharmacies.

Duration and type of contract : Fixed-term contract under French law of 6 to 12 months renewable .

Salary : According to ALIMA salary scale + recognition of experience + per diem

  • Accommodation costs
  • Medical coverage from the first day of the contract until one month after the departure date from the country of assignment for the employee and their dependents
