Alima Is Recruiting A Human Resources Coordinator – Haiti (M/f) At ALIMA

Who are we ?

ALIMA (The Alliance for International Medical Action) is an alliance of doctors, local NGOs, and researchers. Together, we are reinventing humanitarian medicine. We place innovation, research, and co-creation at the heart of our work to better respond to current and future health crises.

Since officially opening its mission in Haiti in February 2024, ALIMA has been working in a context of multidimensional crisis and heightened insecurity, strengthening access to healthcare for vulnerable populations through mobile clinics and permanent facilities, particularly in Cité Soleil. Its priority activities include sexual and reproductive health, support for victims of sexual violence, pediatrics, and nutrition, while maintaining a community-based approach and supporting local stakeholders. In 2025, ALIMA is expanding its activities to the Southeast of the country (Jacmel, Belle-Anse, Anse-à-Pitres) to reduce morbidity and mortality, ensure equitable access to healthcare, and improve water, sanitation, and hygiene conditions. In this context, ALIMA is recruiting a Human Resources Coordinator (HRC) for its mission in Haiti.

YOUR MISSION

Under the responsibility of the Head of Mission in Haiti, and in close collaboration with the HR Officer at headquarters, the HR Coordinator :

MISSION AND MAIN ACTIVITIES

Major responsibilities

  • Ensure the proper management of the mission’s human resources in compliance with ALIMA’s administrative management framework and local legislation. To this end, act as ALIMA’s representative to administrative authorities (Labor Inspectorate, Lawyer, Social Security, Tax Office, etc.).
  • Define, adapt, plan and supervise the implementation of the mission’s human resources policies, ensuring that they comply with the context, local legislation and operational issues.
  • Contribute to the definition and implementation of the mission’s objectives, particularly regarding aspects related to team sizing, profile and required HR capacity, and strengthening staff skills in order to effectively achieve the mission’s objectives.
  • To be the focal point and advisor for HR matters to the mission managers

Main tasks and responsibilities

  • Adapts ALIMA’s HR policy to the Haiti mission and ensures its implementation in compliance with:
    • of the Haitian legal framework,
    • humanitarian standards and ALIMA’s internal policies;
  • Supervises all HR activities for the mission (coordination and projects):
    • recruitment and integration of national and international staff
    • administrative and contractual management, payroll, briefings and debriefings,
    • management of time, absences, mobility and contract terminations;
    • Ensure monthly HR monitoring and reporting of the mission;
  • Supports managers in:
    • the leadership and management of their teams,
    • skills development (POP, Assessment and training),
    • conflict prevention and management;
  • Analyzes HR risks and proposes strategies adapted to the Haitian context and operations :
    • HR planning,
    • workforce monitoring
    • support for organizational restructuring or adjustments;
  • Provides guidance and support to the HR manager and the Project Administration Manager(s) in their skills development;
  • Works closely with other coordinators (Logistics, Medical, Project, Finance, etc.) and the Head of Mission to ensure consistency between operational strategy and HR resources;
  • Ensures the proper implementation of ALIMA’s prevention policies :
    • PSEA, fighting against fraud and corruption,
    • prevention of abuse of power,
    • diversity, well-being at work;
  • Represents the HR component of ALIMA to partners, authorities, service providers and HR stakeholders in Haiti, in conjunction with the Head of Mission.

Your profile

  • Education : Minimum of 3 years of higher education or equivalent;
  • Experience : Minimum 3 years of experience in an HR management position, ideally in the humanitarian sector or in a complex environment (NGO, international, multi-site);
  • Prior experience in emergency, insecurity or prolonged crisis situations is a significant asset;
  • Prior experience with ALIMA or another international medical NGO is a plus.
  • The position is open to national and international candidates.

Key skills expected:

  • Excellent command of HR fundamentals: labor law, contract management, payroll, disciplinary procedures, etc.;
  • Ability to work in an unstable, high-pressure environment with a strong need for adaptation and prioritization;
  • Leadership, organization, sense of anticipation, ability to support change;
  • Proficiency in HR processes (HRIS, payroll, contracts, skills management, performance evaluations, training, etc.);
    Excellent interpersonal skills, sense of ethics, confidentiality, conflict management and experience in managing multicultural team dynamics;

LANGUAGES :

  • Fluent French is essential;
  • Working proficiency in English preferred;
  • Knowledge of Haitian Creole is an asset.

Conditions

  • Position: Human Resources Coordinator – Haiti
  • Location: Based at the coordination office in Port-au-Prince, with possible travel to bases/projects according to operational needs;
  • Contract: Fixed-term contract of 6 months, renewable according to the needs of the mission and performance;
  • Start date: as soon as possible;

Remuneration: according to the applicable ALIMA salary scale

Support provided by ALIMA:

  • Travel between the country of residence and Haiti;
  • Accommodation on the mission (coordination and/or guesthouse depending on the assignment);
  • Comprehensive medical coverage for staff and their dependents, in accordance with ALIMA policy;
  • regular break according to the rest policy (7 working days every 3 months), with transport provided.

If the candidate is a national:

Salary : according to the applicable ALIMA national salary scale;

Health insurance : covered by ALIMA in accordance with current policies;
