Winrock is accepting applications for Livelihoods Advisor candidates for an anticipated Foreign, Commonwealth and Development Office (FCDO) project in Bangladesh. The four-year activity will focus on addressing adverse impacts of climate change on:
- Ecologically vulnerable coastal and haor areas of Bangladesh
- Livelihoods of surrounding communities
The project will increase climate resilience of vulnerable communities and protection and restoration of nature. The Activity will work with the Bangladesh Ministry of Environment, Forest and Climate Change, community groups, civil society, and private sector actors, and will align with the ministry’s vision of “Sustainable Environment and Forest Development.”
The Livelihoods Advisor will be responsible for providing leadership in developing the technical aspects of the program related to sustainable livelihood interventions. The candidate will coordinate closely with the Team Leader and Deputy Team Leader and other component leads in developing, implementing program activities related to Livelihoods.
This position is contingent on award of funding from FCDO.
ESSENTIAL RESPONSIBILITIES:
You will provide strategic leadership of all programmatic activities concerned with livelihoods, income generation, and rural financing. Specific responsibilities include but are not limited to:
- Coordinating with a team, develop and oversee implementation of livelihood work plans/targets, budgets, and reports
- Coordinating strategy and activities with any implementing partners, national & local government authorities involved in and responsible for economic development
- Identifying ecosystem-based adaptation and mitigation options to enhance ecological integrity and functioning of the ECAs (Sundarbans Protected Forest and Hakaluki Haor), and to ensure sustainable livelihoods for the surrounding communities
- Adapting climate resilient livelihood practices and renewables solutions
- Adapting renewable energy solutions where required to support livelihoods and enhance income-generating activities
- Promoting private sector investment in low-cost adaptive technologies for sustained livelihoods improvement
- Developing and promote adoption of climate resilient non-agricultural livelihoods including skills development for urban livelihoods and business start-ups
- Managing and mentor senior staff in rural finance and livelihoods
- Coordinating closely on the data collection to measure impacts, incomes, household and business investments, and savings
- Working with women, displaced and vulnerable communities and disabled on income generating activities, training and capacity building
- Other relevant tasks as required
QUALIFICATIONS AND BACKGROUND:
- Education:
- Bachelor’s degree in Economics, Environmental Sciences, or Gender in development, MBA or Master’s degree preferred
- Supplemental training in Income Generation/Entrepreneurship, Monitoring and Evaluation, Gender Analysis/Mainstreaming, Microfinance preferred
- Work Experience:
- 5+ years of experience promoting livelihoods interventions in areas including Skills Training, Micro-Lending, Micro-Savings, Employment Generation, Alternative/Additional Income Generation, and Social Protection for donor-funded development programs
- 3+ years of experience working with FCDO (previously DFID)
- 5+ years of experience in senior-level management positions for donor-funded international development projects, senior-level staff management experience on large and complex Natural Resource Management projects ($10M+) strongly preferred
- Familiar with the Bangladesh Ministry of Environment, Forest, and Climate Change
- 5+ years of overseas experience with technical and/or operational issues related to Biodiversity, Private Sector Engagement, Natural Resource Management (Water and Forests), or related issues strongly preferred
- Skills:
- Fluency in English and excellent communication skills (written and verbal)
- Excellent leadership, problem solving, teamwork, interpersonal skills
- Willingness to travel throughout Bangladesh
- Demonstrated experience working independently
- Ability to plan, implement and monitor project activities
- Ability to communicate and work effectively with a wide range of counterparts
- Experience preparing written reports using standard computer programs in the Microsoft Office Suite (i.e., Word, Excel, PowerPoint)
