Finance and Operations Director At Winrock International

Winrock is accepting applications for Finance and Operations Director candidates for an anticipated Foreign, Commonwealth and Development Office (FCDO) project in Bangladesh. The four-year activity will focus on addressing adverse impacts of climate change on:

  1. Ecologically vulnerable coastal and haor areas of Bangladesh
  2. Livelihoods of surrounding communities

The project will increase climate resilience of vulnerable communities and protection and restoration of nature. The Activity will work with the Bangladesh Ministry of Environment, Forest and Climate Change, community groups, civil society, and private sector actors, and will align with the ministry’s vision of “Sustainable Environment and Forest Development.”

The Finance and Operations Director will be responsible for leading Project Finance, Accounting, Human Resources, Procurement, Administration, Offices, and Inventory.

This position is contingent on award of funding from FCDO.

ESSENTIAL RESPONSIBILITIES:

You will provide financial and operational leadership. Specific responsibilities include but are not limited to:

  • Managing all financial reporting, accounting, and donor compliance issues related to finance and subagreements
  • Supervising the Grant Manager and oversee all grant activities, ensuring compliance with FCDO and Winrock regulations and policies
  • Managing operations of program (suboffices, procurement, administrative and human resource policies and management, etc.)
  • Monitoring Budgets vs. Expenditures of main program and subagreement budgets
  • Supervising Office Manager(s), Accountant(s), and liaises with Subagreement Financial Officers
  • Coordinating closely with Team Leader, Deputy Team Leader, and home office staff on subagreement management
  • Managing cash flow
  • Managing Human Resources to comply with FCDO and Government of Bangladesh labor laws
  • Reviewing all draft subagreements for FCDO and Winrock
  • Managing use and care of major program assets
  • Supervising the maintenance of auditable finance, administrative and procurement files
  • Negotiating appropriate terms and conditions, preparing contracts, and ensuring compliance with FCDO policies and procedures
  • Procuring and distributing equipment to remote areas
  • Overseeing logistic support functions
  • Identifying and set up offices and ensure adequate office supplies and stationery items are provided
  • Providing training of local logistics staff to ensure that appropriate communications equipment are installed to meet the operational and security needs of international and local staff
  • Providing overall management of the fleet vehicles, including safety precautions, maintenance, fuel and consumables monitoring, and the management of drivers
  • Other relevant duties as needed

QUALIFICATIONS AND BACKGROUND:

  • Education:
    • B.A or Master of Business Administration or Certified Public Accountant certificate
    • Demonstrated focus or supplemental training in grants management preferred
  • Work Experience:
    • 10+ years of experience working in finance or grants management for donor-funded development programs
    • 5+ years of experience working with FCDO (previously DFID)
    • Demonstrated technical expertise in grants management
    • Strong skills in financial management, grant management, and subagreement management
    • Knowledge of FCDO rules and regulations
  • Skills:
    • Fluency in English and excellent communication skills (written and verbal)
    • Excellent leadership, problem solving, teamwork, interpersonal skills
    • Willingness to travel throughout Bangladesh
    • Demonstrated experience working independently
    • Ability to plan, implement and monitor project activities
    • Ability to communicate and work effectively with a wide range of counterparts
    • Experience preparing written reports using standard computer programs in the Microsoft Office Suite (i.e., Word, Excel, PowerPoint)
