Monitoring Evaluation and Learning Advisor At Winrock International

Winrock is accepting applications for Monitoring, Evaluation and Learning (MEL) Advisor candidates for an anticipated Foreign, Commonwealth and Development Office (FCDO) project in Bangladesh. The four-year activity will focus on addressing adverse impacts of climate change on:

  1. Ecologically vulnerable coastal and haor areas of Bangladesh
  2. Livelihoods of surrounding communities

The project will increase climate resilience of vulnerable communities and protection and restoration of nature. The Activity will work with the Bangladesh Ministry of Environment, Forest and Climate Change, community groups, civil society, and private sector actors, and will align with the ministry’s vision of “Sustainable Environment and Forest Development.”

The Advisor will be responsible for leading all environmental and climate change related technical aspects of the program. The candidate will coordinate closely with the Team Leader, Deputy Team Leader and other component leads in developing, implementing program activities related to climate change and environment.

This position is contingent on award of funding from FCDO.

ESSENTIAL RESPONSIBILITIES:

You will oversee the implementation of the program’s monitoring evaluation and learning activities and data reporting requirements. You will also serve as the liaison and point of contact with external evaluation contractors throughout the life of the project. Specific responsibilities include but are not limited to:

  • Managing a rigorous approach to monitoring and evaluation, including systems for monitoring performance toward specific goals and objectives
  • Overseeing implementation of baseline surveys, performance interventions and impacts and ensure high quality of data and conduct analysis
  • Collaborating and liaise with the external evaluation contractor to design and carry out an impact evaluation on specific program interventions
  • Designing and implementing a Comprehensive Monitoring and Evaluation Plan (CMEP) in coordination with external evaluation contractor and FCDO, including selection and tracking of specific indicators, developing strategies for data collection and regular reporting on approved indicators
  • Managing the design and implementation of a direct beneficiary monitoring system for tracking work status of child beneficiaries and economic status of beneficiary households; produce and submit requisite reports based on database information
  • Designing data collection instruments, schedules, analysis methods, and applied technologies
  • Monitoring the results of the program’s activities and contribute to periodic evaluations/assessments of specific “pilot” interventions; contribute to dissemination of results to internal and external audiences
  • Contributing to research design and methodology for project-related research (separate from baseline survey).
  • Other duties as assigned

QUALIFICATIONS AND BACKGROUND:

  • Education:
    • Bachelor’s level degree required, in Social Sciences, such as Statistics, Public Policy, Economics or a related field, and/or specialized training/certification in monitoring & evaluation, Master’s or PhD preferred
  • Work Experience:
    • 3+ years of experience working with FCDO monitoring and reporting systems
    • 8+ years of progressively responsible experience in the monitoring & evaluation of international development projects, preferably in Natural Resources Management, Agriculture and/or Livelihoods/Microeconomic growth or a related field
    • Related experience can include strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, database management, impact evaluation and knowledge of GPRA (less experience can be combined with advanced degree in statistics, public policy, economics or related field)
    • Experience conducting gender analyses and operations research
    • Understanding of impact evaluation methodology and research methodology strongly preferred
  • Skills:
    • Excellent written and oral communication skills in English required
    • Proficiency in word processing, spreadsheet (preferably Excel), and presentation software (Microsoft)
    • Excellent leadership, problem solving, teamwork, interpersonal skills required
    • Willingness to travel throughout Bangladesh
    • Demonstrated experience working independently
    • Ability to plan, implement and monitor project activities
    • Ability to communicate and work effectively with a wide range of counterparts
