Haiti – CAF (M/F) – Administrative & Financial Coordinator – Port-au-Prince At International Solidarity

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that, for over 40 years, has been providing assistance to populations affected by armed conflict and natural disasters by addressing their vital needs: water, food, and shelter. Particularly committed to combating diseases linked to unsafe water, the leading cause of death worldwide, SI implements its interventions with expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential areas of food security and livelihoods. Present in 26 countries, SI’s teams—a total of 3,200 people including expatriates, national staff, headquarters staff, and a few volunteers—operate with professionalism and dedication, respecting local cultures.

The mission

Solidarités International (SI) first intervened in Haiti after Tropical Storm Jeanne in 2004. Following the 2010 earthquake, its intervention focused on emergency response through activities providing access to basic Water, Sanitation, and Hygiene (WASH) services for vulnerable populations. Since then, SI has become a major player in emergency WASH response and in reducing the risks associated with waterborne diseases, in collaboration with the National Directorate of Drinking Water and Sanitation (DINEPA). This includes working in various displacement sites affected by urban violence, thanks to its mobile drinking water, sanitation, and hygiene team (EMO-EPAH), which is able to deploy to all emergency areas in the country, as well as to the most vulnerable schools in the Priority Neighborhoods Zone (ZMPP). SI was a key player in the fight against cholera in Haiti between 2010 and 2019, and subsequently in the fight against COVID-19. Since the resurgence of cholera in October 2022, SI has been leveraging this expertise and mobilizing to ensure a rapid response to cholera alerts in collaboration with the Ministry of Public Health and Population (MSPP), while working to strengthen community engagement in the fight against cholera and to disseminate prevention messages.

Since 2012, SI has also been an influential player in the food security sector, with activities based on the innovative use of electronic vouchers with monetary value through the RedRose system, and on agricultural recovery and livelihood diversification initiatives. SI also has expertise in Disaster Risk Reduction (DRR), and supports municipalities in developing contingency plans and conducting disaster preparedness exercises (SIMEX).

SI therefore relies on the technical expertise and experience of its 50 national employees who work closely with vulnerable populations, on its solid experience of the Haitian context and on its technical expertise in the WASH and SAME sectors at both the institutional and local levels.

General objectives of the position:

Directs and coordinates the administrative, accounting and financial services of the mission. Participates in defining the Human Resources policy for Solidarités International and ensures its proper implementation.

Specific issues and challenges:

Mission currently undergoing increased funding. Teams are expanding. A new departmental structure is needed following these new hires.

Priorities for the first 2-3 months

  • Support and skills development for Finance and HR teams
  • Structuring the administrative department, reviewing roles and responsibilities
  • Updating the various administrative and financial monitoring tools

Security constraints:

Haiti is categorized as Level 4. Security is quite volatile/deteriorated in Port-au-Prince due to the presence of gangs, but this does not prevent activities from taking place. Mission security rules are strict (8 PM curfew in Port-au-Prince).

Language: French

Education and experience

Master’s degree (Bac +5) in Finance and/or HR

  • Experience in a similar role: 3-4 years
  • Experience in the humanitarian sector: 3-4 years

Technical skills

1. A thorough analysis of the strengths and weaknesses of the Admin/Finance teams is needed to propose a more efficient structure for the Haiti mission.

2. HR aptitude, ability to provide ongoing training to Admin/finance teams

3. Ability to anticipate/manage TA (allocation table) and effective management of budget reallocations. Strategic financial thinking expected.

4. Good knowledge of UN donor procedures (UNICEF), ECHO, CDCS

A salaried position: Depending on experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the place of assignment.

Breaks: During the mission, a system of alternating work and leave is in place, with 7 working days off every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, one extra day of leave is granted for each month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all healthcare costs (including medical and surgical fees, dental and ophthalmological care, and repatriation) and a supplementary benefits system that includes war risks. Essential vaccination and antimalarial treatment costs are reimbursed.

LIVING CONDITIONS:

The position is based in Port-au-Prince. Accommodation is provided in a guesthouse with single rooms located in a secure compound 1 km from the office. The standard is very good (swimming pools, tennis court, rooms with private bathrooms).
Restaurants, a supermarket, and shops are available to meet all needs.
The office is also adequate, well-located in a residential area.
