About the job

The Regional Grants Management Specialist (RGMS) is responsible for leading the coordination and submission of timely and compliant concept notes and proposal packages, which reflect the shared vision, mission, or objectives which are in alignment with DRC Asia’s mandate and strategic priorities.

The RGMS will provide thorough responses to information requests from internal and external sources, and lead on the submission of timely grant amendment or extension requests within the permitted timeline outlined in the grant agreement.

The RGMS manages donor reporting workflows and processes between programme, MEAL, and finance teams to ensure the timely and quality development and review of reports, strictly managing deadlines within and across grants.

The role has a regional office focus and ensures full compliance with DRC procedures and guidelines within the region.

Duties and Responsibilities

Grants Management

  • Maintain an overview of regionally hosted grants in relation to donor requirements, rules and regulations and regularly update grants information on DRC Dynamics.
  • Oversee and refine grants and contract management systems and processes. This includes updating, streamlining, and disseminating grants management tools and resources.
  • Responsible for maintaining and updating DRC’s online Grants Management System (GMS) platforms and establish and manage relevant trackers
  • Ensure that all grant related documents are filed for future records in an accessible, coherent filing system
  • Ensure quality information management through regular maintenance of grant files, updating internal DRC documentation and other grant unit tools.
  • Draft, review and provide support in the negotiation of project agreements, including sub-agreements with partners, teaming agreements and memoranda of understanding.
  • Submit timely grant amendment and extension requests, closely adhering to contractual terms and processes
  • Ensure close adherence to donor communication guidelines and requirements
  • Contribute to HQ global policies on compliance and grants management
  • Develop and update internal programme cheat sheets, summarising programme and donor commitments, including reporting requirements, donor compliance, and targets per activity
  • Occasionally, extend support to grants colleagues in country offices based on need and requests
  • As and when required, act as the focal point to donor queries (as delegated by RHoP).
  • As and when requested, support external donor audits and donor monitoring visits.

Proposal/Programme Development

  • Support programme development processes as appropriate
  • Conduct regular donor mapping exercises and support the Head of Programmes in identifying new funding opportunities in line with the country programme strategy.
  • Facilitate internal Go/No-Go meetings with Programme and Finance staff to ensure an informed and participatory decision for new funding opportunities
  • Organize and facilitate grant opening, review, and closing meetings; ensuring key actions agreed are documented, shared and followed up.
  • Support the regional programme team to plan and coordinate the development of high-quality project proposals, including narratives, budgets, budget narratives, work plans, staffing lists, and other required annexes. This means compiling and reviewing all documents before submission to the Regional HoP for sign off.
  • Promote internal version control of proposals and grant amendments

Grants Management and Quality Assurance

  • Manage internal and external reporting workflows, processes, and deadlines between programme, MEAL, and finance teams to ensure the timely and quality development and review of reports
  • Maintain a donor reporting schedule, ensuring realistic deadlines for internal revisions
  • Update internal reporting workflow and guidelines, as needed
  • Support the development and preparation of high-quality, timely reports for donors and partners on implementation progress, ensuring all donor reporting requirements are met and demonstrate DRCs capacity
  • Provide thorough responses to information requests from internal and external sources
  • Work closely with grants and business development colleagues at DRC HQ to ensure compliance with DRC and donor processes and standards

Experience and technical competencies:

  • At least (3) three years’ experience in proposal, project, or programme development, reporting or gants management in an INGO
  • Solid experience in the compilation of donor proposals, modification requests and reports; with practical experience in working with FCDO, DFAT, EC, ECHO, DANIDA, etc.
  • Good communication skills with fluency in written and spoken English
  • Able to work independently and energetically
  • Ability to work in a deadline driven environment and undertake a proactive approach
  • Strong interpersonal skills and demonstrated ability to coordinate inputs from various departments
  • Excellent organizational skills and strategic thinking

Education:

  • University degree in international relations, humanitarian or development studies, business administration or other relevant field

Languages:

  • English (fluent)
  • Bangla
