The Luxembourg NGO SOS Children’s Villages World asbl (SOS VEM) is recruiting a Programme Officer (permanent contract, 40 hours/week, position based in Luxembourg City).
Background: Operating in the field of child protection, SOS VEM co-finances and supports the implementation of development and emergency programs, particularly in West and East Africa, the Middle East, and Latin America. The organization receives institutional and private funding. It actively promotes and defends the highest standards of ethical and professional conduct regarding compliance and safeguarding of children and young people, and protection and prevention against harassment, exploitation, and sexual abuse.
General responsibilities:
Under the general direction of the Management Committee and the technical supervision of the Program Manager, the Program Officer, based in Luxembourg, has the following responsibilities:
- Contribute to ensuring the quality and effectiveness of the design, development, implementation, support, monitoring, evaluation, and reporting processes for development and emergency programs implemented in the field by the NGO’s partners, based on the guidance of the Program Manager and the expertise of a multidisciplinary technical support team deployed as close as possible to the operations.
- In the program implementation process, provide technical and operational support in the implementation and execution of activities related to cross-cutting issues (gender, governance/human rights, environment, aid localization in particular)
- Contribute to defining the content and implementation methods of a compliant and aligned environment in terms of safeguarding children, young people and adults, the use of financial resources and the safety of people and property, and apply the practical modalities in the implementation and execution of programs
Detailed responsibilities:
Implementation of development and emergency programs
- Conception
- Ensures the quality and efficiency of the program design and development process: coordinates stakeholder participation throughout the various phases of the program development and formulation process; ensures the quality of program formulation and budgeting through technical support to national and local teams (where possible).
- Ensures the quality and compliance of program documents to be submitted to public or private funders
- Support for implementation, monitoring, and reporting
- Ensures the quality of program implementation and their progress according to RBM (Results-Based Management) towards results aligned with defined indicators and international standards (Development Assistance Committee, Core Humanitarian Standards , etc.)
- Contributes to the development of program management tools, as needed;
- Ensures the efficient and effective use of financial resources and the quality of financial reports, in collaboration with the accounting manager of SOS VEM
- Prepare narrative and financial reports for donors, ensuring their objectivity and completeness.
- Evaluation et audit
- Sponsors and monitors the completion of external evaluations and audits, in accordance with donor rules and relevant standards, in collaboration with the accounting manager of SOS VEM, and, if necessary, the Administrative and Financial Director of SOS VEM.
Cross-cutting subjects
- Conception
- Ensures that cross-cutting issues are taken into account during the program development and formulation process in collaboration with stakeholders, verifies the quality of the formulation and the forecast of the budget required for related activities
- Support for implementation, monitoring and reporting
- Ensures the quality of the implementation of cross-cutting activities in programs and their progress according to RBM (Results-Based Management) towards results aligned with defined indicators and international standards (Development Assistance Committee, Core Humanitarian Standards , institutional donor policy in this area)
- Contributes to the development of training and tools to ensure the quality of implementation of activities related to cross-cutting issues.
Operational aspects related to the deployment of the compliant environment
- In the process of defining, managing, and monitoring programs, it ensures the establishment and operationalization of a compliant environment in the areas of safeguarding children, young people, and adults, the secure use of financial resources, and the safety of people and property at the field level, with national associations, and at the office in Luxembourg, in collaboration with stakeholders at each level.
- Contributes to monitoring the implementation and evaluation of activities related to environmental compliance in collaboration with resource persons in each area within the National SOS Associations, the SOS VEM technical support team, and the SOS Regional Offices in order to ensure the status, level, and maintenance of environmental compliance according to defined procedures and standards
- Contributes to monitoring the implementation and evaluation of activities related to safeguarding action plans in the countries where SOS Children’s Villages World operates.
- Contributes to capacity building for staff of partner SOS associations in the areas of safeguarding children, young people and adults, and the safety of people and property.
- Serves as the point of contact for matters relating to the fight against gender-based or sexual violence, exploitation or sexual abuse within SOS VEM
Missions
- Organizes and/or participates in regular support, monitoring, skills development, or knowledge-sharing missions with the National SOS Associations supported by SOS VEM
- Participates in international meetings within the Federation and with other partners
Collaboration with other departments of SOS VEM
- Provides the communications and fundraising departments with complete and reliable information on the programs he/she supports.
- Contributes to the presentation of the activities of SOS VEM and the SOS KDI Federation to private and public donors
Profile :
- University degree;
- At least 8 to 10 years of experience in development projects and the management of child protection projects , ideally in NGOs or international civil society organizations, with application of international standards for safeguarding children, young people and adults, and ensuring the safety of people and property. Additional experience in monitoring emergency aid projects is an asset;
- At the program level and in collaboration with implementing partners, proven experience in managing issues related to gender and environmental and climate problems ;
- Ability to identify risks related to safeguarding children, young people and adults, the safety of people and property, and to develop a holistic response by working with multiple partners
- Minimum 5 years of field experience in project management and monitoring according to Project Cycle Management and Results-Based Management (RBM) methodologies;
- Proven experience in managing institutional financing;
- Skills in financial management and project monitoring/evaluation;
- Previous experience as a trainer is an asset;
- Excellent organizational and writing skills;
- The position requires a full-time presence in Luxembourg City while also requiring mobility in the countries of intervention and in Europe (participation in working groups and international meetings);
- Fluency in French and English; knowledge of Luxembourgish is an asset
- Proficiency in standard computer tools within a Windows environment
