Compilation of Community Opinions on Humanitarian Assistance in Honduras At Ground Truth Solutions

About Ground Truth Solutions:
Ground Truth Solutions (GTS) is an international non-governmental organization whose mission is to ensure that the priorities of people affected by crises are systematically considered in humanitarian and climate action, from national humanitarian responses to system-wide humanitarian reform. Evidence and knowledge gathered through rigorous research and inclusive dialogue empower crisis-affected communities to actively participate in decisions that impact their lives. Based in Austria, GTS works globally as an independent advocate, in close collaboration with like-minded local partners.

Context:
In early 2025, the International Federation of Red Cross and Red Crescent Societies (IFRC) and GTS launched a joint project to improve accountability systems in humanitarian operations in Honduras. This will be achieved by developing an evidence-based tool to measure the quality, relevance, and effectiveness of humanitarian operations from the perspective of the community and the population’s priorities. The insights gained will be used not only to improve future operations but also to refine early action and emergency response strategies. As part of this project, GTS is seeking an independent service provider to conduct a quantitative survey and a series of community dialogues in two areas that have received humanitarian assistance in the past 12 months. The aim is to gather initial information on community perspectives regarding humanitarian assistance and to identify key issues and priorities to ensure and evaluate the quality of programs in the future.

Summary of activities

  • The quantitative surveys and community dialogues will be conducted in person at locations previously identified by GTS. For an overview of the locations, see section III.
  • The services required from the independent service provider are as follows:
    • Support in the completion of research guides, survey tools, and methodologies.
    • Joint training of surveyors with GTS
    • Preparing for the collection of quantitative data and community dialogues by contacting relevant local authorities and verifying the locations chosen for the survey.
    • Collection of quantitative data as specified.
    • Contribution to data analysis through daily comments shared with GTS and a discussion on the overall results at the end of data collection in both regions.
    • Optional: facilitation of community dialogues (see “Community Dialogues”, if included in your offer).
