POSITION SUMMARY:
The Payroll Accountant is responsible for ensuring accurate and timely processing of monthly payroll, maintaining employee compensation records, and ensuring compliance with organizational policies and Syrian labor regulations. The role requires a high level of confidentiality, precision, and coordination with HR and Finance teams.
Duties and Responsibilities
Payroll Processing
- Prepare and process the monthly payroll for all national staff in coordination with HR.
- Verify attendance sheets, overtime, allowances, deductions, and leave balances.
- Ensure correct calculation of salaries, taxes, social security contributions, and other statutory deductions.
- Maintain accurate payroll records and ensure they are filed securely.
Employee Compensation & Benefits
- Update the payroll database with new hires, departures, salary changes, and contract amendments.
- Coordinate with HR on employee benefits, leave balances, and related payroll impacts.
- Process end-of-service settlements according to organizational policy and national labor law.
Compliance & Reporting
- Ensure payroll compliance with Syrian Labor Law and internal financial procedures.
- Prepare monthly payroll reports, financial summaries, and variance analyses.
- Liaise with external parties when required (auditors, insurance agencies, tax authorities).
- Support internal and external audits by providing payroll documentation.
Financial & Administrative Duties
- Reconcile payroll accounts and ensure accurate posting into the accounting system.
- Prepare salary transfer lists and coordinate with the bank for disbursements.
- Maintain confidentiality of payroll information at all times.
- Assist the finance team with additional accounting tasks when needed.
Required Qualifications & Experience
Education
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
- Minimum 3 years of experience in payroll accounting, preferably in NGOs or humanitarian organizations.
- Working knowledge of Syrian labor regulations, taxation, and social security requirements.
- Experience with accounting software (such as QuickBooks, ERP systems, or similar).
- Strong numerical and analytical skills.
- Excellent attention to detail and accuracy.
- Confidentiality and professional integrity.
- Strong communication skills and ability to coordinate with HR and field teams.
- Proficiency in MS Excel and payroll formulas.
- Ability to work under pressure and meet strict deadlines.
