Vocational Training and Labour Market Officer*

in Antakya

The position is to be filled by January 1, 2026, with a contract duration until December 2026. Employment location will be Antakya, Türkiye.

Your responsibilities

Under the direct supervision of the Head of Project, and the Project Officer in the Hatay office, the Vocational Training and Labour Market Officer will work closely with internal and external stakeholders of the project and ensure the soft skill, technical trainings are smoothly implemented. The Vocational Training and Labour Market Officer will be supervising the field team while conducting the activities in the relevant sectors (Livelihood, designing and rolling out youth initiatives) and ensure smooth implementation, close follow up and accountability to affected population. The tasks of the Vocational Training and Labour Market Officer shall be:

  • Support the implementation of Livelihood related activities, and youth initiatives and ensure adherent follow up on work plan.
  • Coordinate and follow-up with relevant stakeholders (internal departments and external stakeholders) on daily basis.
  • Ensure close coordination with the liaison and security FPs, and relevant authorities.
  • Support the reporting and documentation of the project on regular basis and in alignment with Welthungerhilfe and donor regulations.
  • Support the administrative side of the project in Hatay Office.
  • Work with the field team and MEAL department to follow up on documentation and monthly IPTT.
  • Represent WHH in the UN clusters (ERL, LI, CwG) and relevant working groups and ensure attending strategic meeting when requested.
  • Support the programme department in proposal development when needed.
  • Ensure submission of reports on time.
  • Support the HoP in developing technical SoP in relevant sectoral areas of Early Recovery, Livelihoods.
  • Support the HoP in financial forecast and update of the risk matrix on regular basis.
  • Ensure the technical aspects of the activities are sound and in alignment with the WHH and donor guidelines.
  • Conduct regular visits to the project implementation areas in the field.
  • Prepare weekly plans, report them to the focal point of the project, liaison and security FPs.
  • Support with supervising other activities especially in terms of labor mediation for Turkish and Syrian youth.

Based on the project needs, the Vocational Training and Labour Market Officer may be asked to travel between cities and/or NW Syria requested by the supervisor and/or line manager.

In Addition to the above, the Vocational Training and Labour Market Officer might be asked to carry out other duties requested by supervisor or line manager as needed.

Your profile

Qualifications:

Required Qualifications;

  • Education: Minimum Bachelors / University degree
  • Experience:
    • A minimum of 3 years of humanitarian response experience on vocational training and labour market mediation.
  • Language: Excellent communication skills on Turkish and English.

Desired Qualifications:

  • Experience:
    • Previous experience working in the Hatay is an advantage.
    • Experience in Livelihood activities.
    • Experience in security/crisis management/emergency response
    • Experience in Community based project and initiatives
  • Language: Arabic skills are an advantage.
  • Skills:
    • Ability to work in a multinational team.
    • Very good skills in MS office
    • Strong leadership and coordination skills.
    • Excellent communication and interpersonal skills.
    • Ability to work effectively in high-pressure situations.
    • Ability to build a network, initiate the work and work in a team under pressure.

The Vocational Training and Labour Market Officer will be obliged to maintain confidentiality regarding all information obtained in the course of his/her work during the employment at Welthungerhilfe and thereafter.

WHH receives funds from its donors for projects. If necessary funds are secured the duration of the announced post may be extended. If project funding is not secured the activities will stop completely and the employment contract shall be terminated.
