POSITION SUMMARY:
The MEAL Officer is responsible for planning and managing monitoring and evaluation streams to support in developing and rolling out of the overall MEAL strategy for collecting, aggregating, analyzing, and using information and data to produce high-quality and consistent reports.
Duties and Responsibilities
- Create and implement monitoring, evaluation, and learning systems and frameworks for projects or programs.
- Design data collection tools and research methodologies to maintain data quality.
- To produce high quality of MEAL reports, conduct debrief sessions with relevant program staff, and develop an agreed action plan.
- Ensure data received from the field is accurate, and usable for integration into the central database, and reporting.
- Ensure all MEAL documents are appropriately archived and easily accessible.
- To assist the project in identifying key compliance/quality questions and parameters capitalizing on the existing checklists and minimum standards for monitoring project performance.
- Design MEAL log-frames for projects and follow up with indicators to determine the progress.
- Advocate for and support the mainstreaming of accountability measures across all ONSUR programs.
Required Qualifications & Experience
- Education:Â BA degree in a related field is preferred.
- Experience: Minimum 3 years’ experience in the humanitarian field, specifically in participatory assessments, monitoring, and evaluation.
- Languages:Â Good skills in English and Arabic, Turkish is advantage.
- Others: Experience with surveys, customer service, mobile data collection, database design, and administration are assets.
- Good contextual knowledge of local issues, community priorities and cultural constraints.
- Capable of working both individually and as part of a team.
- Ability to work effectively in a fast-paced, stressful environment.
- Must be flexible, willing to perform other duties, and work irregular hours.
Personal Abilities and Skills
- Proficient use of KOBO, MS Word, Excel, and Power BI
- Proficient in report writing.
- Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently.
- Planning, organizing, analyzing, and assessing skills.
- Excellent communication and interaction skills. Teamwork and delegation of tasks.
- Ability to operate in an environment of multiple cultures that require flexibility.
- Time management skills and adherence to narrow deadlines with strong attention to detail.
