REQUEST FOR QUOTATION – CONSULTANCY ON MIYCN-E FOR THE NORTHWEST SYRIA NUTRITION CLUSTER At Action Against Hunger Canada

BACKGROUND:

The Global Nutrition Cluster Technical Alliance (GNC Technical Alliance or Alliance) is an initiative for the mutual benefit of the nutrition community, and affected populations, to improve the quality of nutrition in emergency preparedness, response, and recovery. The GNC Technical Alliance Partners are made up of the GNC partners and other individuals, organizations, initiatives, and academia at global, regional and national levels that hold nutrition technical expertise across the humanitarian and development spheres.

The Alliance’s Technical Support Team (TST) provides on-demand technical support for nutrition in emergencies both remotely and in-country.

The Northwest Syria Nutrition Cluster have requested the support of the TST to provide in-person support to strengthen maternal, infant and young child nutrition in emergencies (MIYCN-E) in Northwestern Syria.

OBJECTIVE:

The main objective of this role is to strengthen the MIYCN-E response of the Northwest Syria Nutrition Cluster ensure there are systems and structures in place to necessitate a harmonized, timely and quality nutrition response at scale.

SERVICE DESCRIPTION:

A detailed ToR is under development. It will likely include the following activities:

1. Desk review: identify tools for a harmonized package.

2. Update or adapt relevant documents to the current context (ie. Cholera outbreak) to align with and be included in the Operational Guidance on MIYCN-E

3. Operational Guidance: to agree on package of service at household, facility, level etc.

4. One day Workshop for Master Trainers on the Operational guidance and Harmonized package

a. Within the workshop develop an action and training plan on MIYCN-E implementation.

5. Finalise action plan and implementation plan for the operational guidance based on partner input and feedback during the workshop.

6. Development of a guidance note and sentiziation for harmonization with other sectors

a. Other sectors including CCCM, food security, protection, WASH- how can they incorporate IYCF/MIYCN

b. Provide recommendations to guide integration of MIYCN-E into current, new, or scaled up nutrition activities (CMAM, micronutrients, maternal nutrition).

c. 2-hour orientation session for multi-sector partners on operational guidance and multi-sector guidance note.

7. Harmonize monitoring and reporting framework in line with developed operational guidance with IM.

TIMELINE:

8-10 weeks with 5-6 weeks of the work in-country. Looking to start ASAP (October 2022).

REQUIRED PROFILE QUALIFICATIONS & EXPERIENCE:

● Master’s degree in Economic, Social Science, Nutrition, Public Health, or related field.

● Significant work experience in maternal, infant and young child feeding in emergencies.

● Knowledge and demonstrated experience on nutrition and public health in emergencies with a specific experience on monitoring and evaluation and capacity assessment.

● Demonstrated experience in capacity building, including conducting learning needs assessment, capacity assessment and capacity building strategies.

● Ability to analyze diverse information and develop recommendations for an appropriate response to emergencies.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES:

● Strong skills in coordination and the ability to work effectively with a range of stakeholders, including nutrition clusters and partners.

● Highly developed writing skills – both at a programmatic level (assessment reports, proposals) and a policy level (policy papers, guidance notes).

● Strong communications skills (both written and verbal) at a level appropriate for high- level external representation presentations).

● Working knowledge of Arabic is desirable.

Candidates with previous work experience in the country, or familiarity with the context, will be given a preference.

DUTY STATION/LOCATION:

The consultant will be based in Gaziantep, Turkey with some home based, remote support before and after the in-country support.

SUPERVISORS:

The consultant will be supervised by both the TST Coordination Unit (based at AAH Canada) and the in-country requester (UNICEF).

CONTRACT MODALITY:

Fixed term deliverable-based contract.
