Heartland Alliance International (HAI), the international arm of Heartland Alliance, Inc. (HA), is a U.S.- based non- profit organization that works to advance human rights and champion human dignity by providing services and promoting solutions to achieve a more just global society, and has been working in Iraq since 2004 and has several projects in the centre, south, and north of Iraq (KRI) through which it provides legal, psychological, and advocacy services. The organization focuses on promoting human rights and improving everyone’s access to justice, especially marginalized and vulnerable groups.
The subject of this Invitation to tender is to solicit price quotation from interested legally authorized companies or Professional Experienced Individuals specified in Project Management Evaluation, to perform the Evaluation process for the project mentioned in the Annex (Term of Reference) attached to this tender.
Safe Return is a 54-month pilot project financially supported by the US Agency for International Development (USAID) that assists Internally Displaced Persons (IDPs) and returnees from minority communities in the Ninewa Plains who are survivors of severe human rights abuses to return and reintegrate into their communities of origin. This project tests the following theory of change: Successful return and reintegration of victims of severe human rights violations, combined with rapid reporting and response to current violations, and majority/minority participation in investigation and prosecution of crimes committed by the Islamic State in Iraq and the Levant (ISIL), will reduce fear of violence and accelerate IDP return. This project addresses barriers to return that are based on fear of communal or individual violence. The project is innovative in that it provides holistic services using a community-based torture treatment model similar to that used for asylum seekers in Europe and the United States, combined with rapid identification and response to localized security problems, and access to transitional justice initiatives for those survivors who voluntarily seek to bring civil or criminal actions against perpetrators. Family members and dependents either receive direct services, such as primary health care, or indirectly benefit from income generation activities targeting primary participants.
The Monitoring, Evaluation, and Learning (MEL) department of HAI is committed to prioritizing and incentivizing Learning as one of the working principles for every initiative. Additionally, all MEL practices are designed with utilization principles in mind to support adaptive management practices and other specific needs. These principles have been applied to shape the goal and scope of the Safe Return final evaluation. The objective of the external evaluation is to assess the following evaluation criteria: i. Effectiveness ii. Relevance iii. Sustainability iv. Coherence v. Impact Through assessing these criteria mentioned, best practices and lessons learned will be documented to inform future programming
The evaluation will cover the life of the project, from August 2018 to Oct 2022, and all project interventions implemented during this life cycle. The target communities for this project were Mosul city, Sinjar, Bashiqa, Qaraqosh, and territories adjacent to these towns.

How to apply

The subject line must say “Final Evaluation Proposal Safe Return”. After the submission deadline, the management committee will take up to 2 weeks to review and reach out with clarification questions and/or final decisions. The proposals must include the following: 1. Demonstrated understanding of the intervention and the TORs 2. Approach, design, and methodology for the evaluation properly responding to the evaluation questions while considering the scope, timeline, and budget 3. Evaluation plan to deliver the final product according to the timeline 4. Evaluation team members and experience, roles, and level of effort 5. Detailed project budget 6. Proposals should be no longer than 10 pages, excluding attachments.
