3IS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3IS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster, and recovery environments, as well as other complex emergency and development contexts.

Context:

The main objective of this project is to strengthen coordination among humanitarian actors through the analysis, evaluation, and provision of synergistic information management services. This initiative will promote information sharing among humanitarian actors to improve decision-making and optimize response capacity.

EVIDEM organizations will share their experiences, knowledge, and lessons learned to achieve this goal. The proposed activities, along with the expertise of each organization in the consortium, not only complement each other but also align with Flagship Initiative 1, establishing a collective coordination structure for information management to serve humanitarian organizations. This will facilitate a people-centered approach, ensuring that their priorities, needs, and capacities are at the heart of all actions.

Leveraging its expertise in humanitarian coordination mechanisms and capacity building in information management, 3iS seeks to strengthen and empower humanitarian partners, enabling them to leverage and optimize tools, technologies, platforms, and best practices in information management to respond more effectively to humanitarian crises.

Description of Services:

The individual providing these services will be responsible for designing and implementing an effective monitoring, evaluation, accountability, and learning (MEAL) strategy for the project, with an emphasis on tracking indicators, assessing the impact of deliverables, and managing knowledge. They will work closely with the administration and finance departments, as well as the project and knowledge management teams.

It will also provide technical and methodological support in the Lessons Learned Workshop and in the closing process of the EVIDEM project, contributing to the systematization of experiences, documentation of key learnings and consolidation of final inputs of the project.

Activities:

Work planning and coordination .

Prepare the work plan and promptly communicate its progress, difficulties and challenges to the reference person for this contract.

  • Ensure the timely delivery of assigned products.
  • Participate in cross-cutting groups in a timely manner.
  • Contribute to the organization’s knowledge management strategy.

Monitoring, evaluation and analysis

  • Develop, implement and evaluate the project’s indicator monitoring strategy.
  • Compile, debug, process and analyze primary and secondary information.
  • Develop tools for the collection and analysis of information.
  • Establish methodologies and tools for reporting indicators.
  • To design and implement a participatory methodology that allows for the collection, analysis, and systematization of lessons learned and best practices derived from the implementation of the EVIDEM consortium,
  • Implement a practical workshop with key stakeholders and the internal team of the EVIDEM consortium, aimed at identifying, validating and prioritizing good practices and lessons learned related to project implementation, inter-institutional coordination and information management processes.
  • Develop a detailed analytical report that consolidates the lessons learned and best practices identified, incorporating operational recommendations for improving implementation, the sustainability of the consortium, and its replicability in other contexts.
  • Identify and facilitate knowledge exchange spaces with strategic partners of the EVIDEM consortium, aimed at sharing lessons learned and good practices, strengthening collective learning, complementarity and the improvement of evidence-based humanitarian action.
  • Identify key stakeholders in the EVIDEM project and conduct regular interviews to document the use, scope, and usefulness of the products and services.
  • Document citations and references that mention products and services from 3iS and/or the EVIDEM consortium.
  • Drafting reports and technical products for coordination spaces.
  • Prepare monitoring and evaluation reports

Participation in project spaces

  • Attend to the in-person spaces of the project.
  • Conduct field missions when their participation is required in order to gather input to document good practices and lessons learned in the implementation of the project.
  • Participate in data validation and coordination meetings with allies.
  • Participate in processes of strengthening internal and external capacities.
  • Provide technical assistance in the planning, facilitation, and documentation of the EVIDEM project’s Lessons Learned Workshop, as well as activities associated with the project’s technical closure and knowledge management.

Report management:

  • Prepare monthly progress reports.
  • Monitor compliance with deadlines and maintain an organized file of reports.
  • Collaborate in the preparation of technical reports and final products of the project.

MINIMUM QUALIFICATIONS:

Education

Professional with a university degree in economics, social sciences, statistics, or related fields. Postgraduate studies or additional training (desirable).

Experience

To be eligible, applicants for this position must have at least four years of experience in activities similar to those described herein. Experience in the humanitarian sector is desirable. Candidates must have experience in the analysis and collection of primary and secondary data, as well as experience in analytical processes and report writing. Demonstrable experience in providing technical and methodological support for lessons learned workshops, evaluation processes, systematization of experiences, and project closure is also required, preferably in humanitarian or development contexts.

Technical Skills

  • Experience in managing information systems and data analysis.
  • Experience in designing, monitoring and evaluating indicators.
  • Knowledge of data visualization tools.
  • Advanced proficiency in office software, especially Excel.
  • Ability to work towards results and compliance with standards through management indicators
  • Technical and methodological capacity for facilitating, systematizing and documenting learning processes, including lessons learned workshops and project closure processes.
  • Ability to structure analytical inputs and knowledge management products oriented towards decision-making and the capitalization of experiences

Languages

Fluency in Spanish (spoken and written) is required, as well as intermediate knowledge of English (spoken and written).
